(a) 
It shall be unlawful for any person to fire off or discharge any gun, pistol, fowling piece or firearm within this city except in defense of life or property.
(b) 
The provisions of subsection (a) shall not apply to the discharge of firearms at any pistol firing range or facility of any sort which:
(1) 
Is owned and operated by the United States, the state or any department or political subdivision thereof and at no financial or other risk to the city;
(2) 
Is operated by the owner pursuant to a policies and procedures manual adopted by said owner/operator to govern said range or facility;
(3) 
Is operated only during the hours between 8:00 a.m. and 5:00 p.m. on Mondays through Fridays;
(4) 
Is utilized exclusively by certified peace officers for the sole purposes of qualification and maintenance of proficiency on service and back-up revolvers; and
(5) 
Is a structure which is constructed in accordance with all specifications as may be required by the building inspector of the city, including but not limited to those specifications designed to minimize noise and hazards to the general public.
(c) 
The provisions of subsection (a) shall not apply to the discharge of shotguns at any skeet or clay target shooting event held in conjunction with the annual Outdoor Expo sponsored by the La Grange Area Chamber of Commerce; provided, however, that such shooting event shall be held at no financial or other risk to the city and shall be held in a safe manner consistent with public safety considerations.

(a) 
It shall be unlawful for any person, other than a peace officer, to carry a handgun in or onto any city premises, regardless of whether or not the person is duly licensed by the state to carry a concealed handgun.
(b) 
The term “city premises” as used in this section is defined as any building or portion of a building owned, occupied, leased or controlled by the city for city operations and activities.
(c) 
The term “handgun” as used in this section is defined as any firearm that is designed, made or adapted to be fired with one hand, and the term “concealed handgun” as used in this section is defined as a handgun, the presence of which is not openly discernible to the ordinary observation of a reasonable person.
(d) 
This section shall not be construed to prohibit any officer of the law from discharging a firearm in the performance of his duty, not to prohibit any citizen from discharging a firearm when lawfully defending person or property.
(e) 
Any person violating the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished as provided in section 1.01.009 of this Code of Ordinances.
