No U-turn shall be made by the driver of any vehicle at any intersection where traffic-control or stop signs are in operation. U-turns are prohibited between intersections, but may be made at intersections where no such traffic-control devices are in operation, unless such turn is prohibited as provided in section 12.05.072. Turning from a parked position to the left between intersections to travel in the opposite direction is hereby defined as a U-turn, within the meaning of this section.

(a) 
The chief of police is hereby authorized, subject to approval by the city council, to determine those intersections at which drivers of vehicles shall not make a right, left or U-turn, and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs or they may be removed when such turns are permitted.
(b) 
Whenever authorized signs are erected indicating that no right, left or U-turn is permitted, no driver of a vehicle shall disobey the directions of such signs.
