(a) 
It shall be unlawful for a driver of any vehicle to operate such vehicle at a rate of speed in excess of the rates established herein along any highway, street, avenue, or alley within the corporate limits of the city.
(b) 
Official traffic-control devices shall be placed and maintained designating the maximum allowable speed any driver shall operate any vehicle within the hereafter described zones. Said zones are to be marked or posted by adequate, official, and instructive traffic-control devices as to be plainly visible at all times. The “official traffic-control devices” herein referred to shall include any official sign, signal, or flashing signal light, inscription, shield, insignia, marking, or other device, whether manually, electrically, or mechanically operated, conforming to the state department of transportation’s manual and specifications.
(c) 
The maximum rates of speed are hereby established as follows:
(1) 
Thirty miles per hour on and along any highway, street, avenue, or alley anywhere within the city limits, except as provided hereinbelow.
(2) 
Fifteen miles per hour on, along, or within any school zone heretofore or hereafter designated within the city limits, from the hours of 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m. of days on which any such school shall be in session.
(3) 
As established by the city for specific speed zones.
(d) 
No driver of a vehicle shall disobey the instructions of any official traffic-control device placed in accordance with the provisions of this section unless at the time otherwise directed by a police officer, and any person violating any of the provisions of this section shall, upon conviction thereof, be fined in accordance with the general penalty provided in section 1.01.009 of this code, and each violation thereof shall be and is hereby declared to be a distinct and separate offense and punishable as such.
