In addition to the existing or future tap fees, the capital recovery fees shall be in effect from and after July 1, 1985.

The capital recovery fee (CRF) shall apply to all residential units, commercial establishments, and manufacturing facilities. Tap fees are not included in the recovery fees. The recovery fees, plus tap fee, shall be charged for all new utility services.

Residential capital recovery fees shall be based on water meter size for one (1) single-family unit. The maximum number of units per meter size shall be as follows:

Water and sewer taps will only be sold to individuals or entities having approved subdivision plats for use in conjunction with building permits issued for such subdivisions.

The capital recovery fee established by this article may be decreased by the amount of any subsequent user fee paid for construction of major capital improvements of a type typically funded through a capital improvements program. Should the applicant have primary responsibility for construction of such facilities, the fee established in section 13.02.073 of this article may be reduced by an amount equivalent to the particular construction provided.

The fees generated by this article shall be deposited in a separate fund for water and wastewater capital improvements for expansion of the utility system. These fees will not be part of the general revenue fund.

Capital recovery fees for water and sewer service shall be paid at the time of tap or meter purchase. Refunds for unused taps and capital recovery fees paid in connection therewith will only be allowed within thirty (30) days of original purchase.

Transfers of water and sewer taps will be permitted to other users with an approved subdivision plat or building permit. Transferred taps must be used within one (1) year from date of original tap purchase.
