Village of Flossmoor, IL Article 10 Community Relations Commission

§ 13-10-1 Creation; composition; method of appointment.

There is hereby created a Village Community Relations Commission, which shall consist of nine members appointed from residents of the community at large by the Mayor with the advice and consent of the Village Board of Trustees.

§ 13-10-2 Method of appointment; terms; officers; quorum.

Initially, four members shall be appointed for a term of three years, three members for a term of two years, and two members for a term of one year. Thereafter, each member appointed shall serve for a term of three years or until their successor is duly appointed and qualified, or until they are removed. The Mayor shall designate one of the members of the Commission to be its Chairman and one its Vice Chairman. Any four members of the Commission shall constitute a quorum.

§ 13-10-3 Duties.

The Commission shall have the following duties:

A. To advise the Mayor and Board of Trustees of ways in which the community can work together for the benefit of the entire Village.

B. To act as a liaison for Mayor and Board of Trustees in regional activities related to diversity when directed by the Village Board.

C. To study such matters that may be referred to the Commission by the Mayor and Board of Trustees from time to time and to advise and report on these matters.

§ 13-10-4 Meetings.

A. The Commission shall annually prepare a meeting schedule for the following calendar year at its last meeting of the current calendar year. The Commission shall meet no less than nine times in a calendar year. Failure of a commissioner to attend three meetings in any calendar year may result in removal. The Village Manager has the discretion to excuse a commissioner's absence. The Village Manager shall be notified of a commissioner's absence in writing seven days prior to the scheduled meeting. If a commissioner misses a meeting due to an emergency, they must notify the Village Manager in writing within 48 hours of the missed meeting to have the absence excused. Notice of the annual meeting schedule and notice of each meeting shall be in accordance with the Open Meetings Act, 5 ILCS 120/1 et seq., as from time to time amended.

B. All meetings shall be held in accordance with the requirements of the Open Meetings Act, as from time to time amended.

C. Prior to December 31 of each year, each Commission shall prepare and submit a written report to the Village Board that identifies the proposed goals and objectives the Commission intends to address during the next year. The report shall also include a summary of the actions taken by the Commission during the past year.
