Except as herein provided, it shall be unlawful for any person, firm, or corporation to post, erect, display, use, maintain, or locate, or cause to be posted, erected, displayed, used, maintained, or located, any sign, sign structure, or billboard within the town.

The following signs and sign structures are specifically exempt from this article:
(1) 
Those erected by local, state, or federal governments.
(2) 
Those erected by public utilities, where such signs are erected or displayed for the purpose of public instruction, traffic control and similar uses incidental to the public interest and are not business signs.
(3) 
On-premises nameplates for residentially zoned property containing the name and/or address of the occupant of the premises when otherwise in conformance with the provisions of the comprehensive zoning ordinance and not over one (1) square foot in sign area.
(4) 
Any non-illuminated real estate sign, temporary in nature, advertising real estate for sale or lease; provided, however, there shall be no more than one such sign located on the premises at any time, which sign shall not exceed eight (8) square feet in sign area.
(5) 
On-premises signs indicating that the property is protected by a security service and not over one (1) square foot in sign area.
(6) 
On-premises plaques designating the structure of historical significance by recognized local, state or national organizations.

The building official or his designee is hereby authorized and directed to enforce all of the provisions of this article. All signs regulated by this code or other laws, codes, and ordinances shall be subject to inspection by the building official in order to ascertain continued compliance with the provisions of this article and other laws. Should the building official determine that any sign is not properly maintained, is unsafe or insecure, or has otherwise been posted, erected, displayed, used, maintained, or located in violation of the provisions of this article, he may cause same to be removed. The building official may enter at all reasonable times any building, structure or premises in the town to perform any duty required by this article.
