The municipal court heretofore created by the town council shall be a municipal court of record in order to more effectively enforce the ordinances of the town. The municipal court shall become a court of record from and after the effective date of this section.

(a) 
Such court shall be presided over by a judge appointed by the council for a term not to exceed two (2) years to be known as the judge of the municipal court. In case of the absence or disqualification of the regular acting judge, the council may appoint a substitute. A town elective officer or employee may not serve in such position.
(b) 
The qualifications of the judge of the municipal court shall be those provided by statute.
(c) 
The judge of the municipal court shall be paid a salary of $500.00 per trial court session.
