(a)
The city manager shall appoint for a period to be terminated at his pleasure, a qualified person to act in the capacity of animal control officer, whose duty it shall be to see that the provisions of this article are enforced. For his services, the animal control officer shall receive such compensation as may be fixed by the city council.
(b)
It shall be the duty of the animal control officer or any other designated individual, to watch for violations of this chapter and to take action necessary to abate the violation.
