Every owner of a dog or cat four (4) months of age or older shall have such animal vaccinated against rabies by a licensed veterinarian with the State of Texas. All such dogs and cats shall be revaccinated at one (1) year intervals thereafter. Any person establishing residence within the City of Panhandle shall comply with this chapter within ten (10) days of establishing residency. If an unvaccinated dog or cat inflicts a bite or scratch, or otherwise attacks any person within the city limits, a rabies vaccine shall not be administered to the dog or cat until after a ten (10) day observation period beginning with the date of the bite, scratch or attack.

Upon vaccination, the veterinarian shall execute and furnish to the owner of a dog or cat as evidence thereof, a certificate of vaccination. The veterinarian shall retain a duplicate copy of the certificate and one copy shall be filed with the owner. Such certificate shall contain the following information:
(1) 
The name, address and telephone number of the owner of the vaccinated dog or cat.
(2) 
The date of vaccination.
(3) 
The type of rabies vaccine used.
(4) 
The year and number of the rabies tag.
(5) 
The breed, age, color and sex of the vaccinated dog or cat.

Concurrent with the issuance and delivery of the certificate of vaccination, the owner of the dog or cat shall cause to be attached to the collar or harness of the vaccinated animal a metal tag, serially numbered to correspond with the vaccination certificate number and bearing the year of issuance.

(a) 
All dogs and cats four (4) months of age or older which are kept, harbored, or maintained within the corporate limits of the city shall be licensed. Cat and dog licenses shall be issued by the city or their agent upon payment of the required fee for each dog and cat. The license fee for dogs and cats shall be $10.00. Before a city license will be issued, the owner of the dog or cat must present a certificate from a licensed veterinarian showing the dog or cat has been vaccinated for rabies within the preceding twelve (12) months.
(b) 
The owner shall have his name, address and telephone number along with the breed, color, age, name and sex of the dog or cat to be licensed. Said license shall be good for one year from issuance.

(a) 
The animal control officer shall revoke any dog or cat license based upon any one of the following reasons:
(1) 
Impoundment of a dog or cat by the animal control officer more than two (2) times during a twelve month period.
(2) 
More than two (2) final convictions of a person for violating this article when such convictions relate to the dog or cat which is being considered for revocation of its registration certificate.
(3) 
Any combinations of (1) and (2) above totaling three (3) incidents.
(4) 
Upon a determination that the dog or cat is a vicious animal as defined by Section 2.802.
(b) 
Upon revoking the license of any dog or cat, the Panhandle Animal Control Authority shall notify the owner of the dog or cat of said action in writing. Written notification shall be deemed made when a certified letter, return receipt requested, addressed to the last known mailing address of the owner of the dog or cat is deposited in the U.S. Mail.
(c) 
Upon the expiration of the ten (10) days after written notification of revocation is deposited in the U.S. Mail, as provided above, no dog or cat which has had its license revoked shall be kept, maintained or harbored within the City of Panhandle.
