It shall be unlawful for any person, firm, or corporation to drill or construction a water well on any property within the limits of the city.

Any person, firm, or corporation violating any provisions of this article shall upon conviction be fined in accordance with the general penalty provision in section 1.109 of this code; and each day of violation shall constitute a separate offense.
