The office of the city secretary is hereby created.

The city secretary may be recommended by the city manager; however, will be hired, appointed and/or terminated and shall receive such compensation that may be fixed by a majority vote of the city council. At the time of his/her appointment, he/she need not be a resident of the city or State of Texas, but during his/her tenure of office is encouraged to reside within the city.

The city secretary shall perform all duties of the city secretary as set forth in Texas Local Government Code section 22.073, as assigned by the city manager and the city council, which shall include but is not limited to:
(1) 
Provides staff support to the city council.
(2) 
Attends every meeting of the city council and keeps accurate minutes of the proceedings of the city council.
(3) 
Coordinates, prepares and distributes city council agendas and support material.
(4) 
Oversees the records management program for the city.
(5) 
Maintains, safeguards and records all documents approved by the city council.
(6) 
Performs research on records for the public, city staff and the council as requested.
(7) 
Administers oaths of office.
(8) 
Validates and certifies petitions.
(9) 
Coordinates the appointment process to the city’s boards and commissions.
(10) 
Coordinates ethics financial report filing and complaints.
(11) 
Accepts lawsuits and claims filed against the city.
(12) 
Coordinates and updates the city’s municipal Code of Ordinances.
(13) 
Accepts petitions and appeals filed by citizens.
(14) 
Serves as the elections administrator for all city elections.
(15) 
Serves as liaison between the public and the council.
(16) 
Keeps the official seal of the city.
(17) 
Coordinates all amendments to the city Code of Ordinances.
(18) 
Performs other duties as may be required by the city council, the city Code of Ordinances, or state law.
