(a)
It shall be a violation of this code for any individual, firm or corporation to meddle or tamper with any refuse, trash, or rubbish containers, or any refuse, trash, or rubbish, or to in any manner pilfer such containers or such refuse, trash, or rubbish, or to scatter the contents thereof in any street, alleyway, sidewalk, or any private or public premises within the city.
(b)
This section shall not apply to authorized officials, including but not limited to authorized sanitation personnel, firefighters in the performance of their official duties, and law enforcement officers in the performance of their official duties.
