Mass gathering.
Any meeting or gathering held inside the city limits of the City of West, Texas, which attracts or can be expected to attract, more than fifty (50) people who will remain at the location of the gathering for a period of more than six (6) continuous hours, excluding any primary or secondary public or private school sponsored event.
Outdoor event.
Any event for which the City of West requires a permit to hold in an open venue, not within a permanent structure, for which attendance can be expected to total more than fifty (50) people within the city limits of the City of West.
Special event.
Any planned event held inside the city limits of the City of West, Texas, which attracts or can be expected to attract more than twenty-five (25) people who will remain at the location of the gathering for a period of more than two (2) continuous hours, excluding any primary or secondary public or private school sponsored event.

Will set precedence for all events, requiring a permit within the city limits of the city. Requirements for review:
(1) 
Site plan showing the layout of the event.
(2) 
Parking plan.
(3) 
Bathroom plan.
(4) 
Trash and clean-up plan.
(5) 
Emergency management plan.
(6) 
Any road closures must be approved and implemented by police and public works.
(7) 
Food vendors must register with the city (county health department food handler’s permit required).
(8) 
Sales vendors must register with the city.
(9) 
Tents must register with the city (fire retardant certificate required).
(10) 
Specifically, for fireworks display, pyrotechnicians license and city fire department presence required.
(11) 
Any security that is needed will be provided by the promoter of the event subject to approval of the chief of police.
(12) 
Alcohol sales and/or consumption will require a TABC license and/or bartenders license.
(13) 
Applications will be reviewed by a development review committee consisting of police, fire, and public works.

Once approved, pre-inspection and final inspection is required.

At the conclusion of a mass gathering or special event, the site shall be inspected by the building/code official in charge of code enforcement, to ensure the site has been appropriately cleaned. The promoter, land owner, and/or lessee of leased premises, upon notification by the building/code official in charge of code enforcement, of any unsanitary conditions, shall immediately cause such condition to be corrected.

Any person, firm or corporation, or any employee, agent, or representative of any person, firm or corporation who shall violate any of the provisions of this article shall be guilty of a misdemeanor and upon conviction be punished by a fine of not more than $500.00 or double the permit fees as stated in the fee section of this article. Each day shall constitute a separate basis for an offense and each particular violation of the terms and conditions of the ordinance shall constitute a separate and distinct offense.

(a) 
An event fee of $100.00 per event sponsor shall be collected before a permit is issued.
(b) 
Standard fees from section 6.04.009 mobile food establishments and roadside vendors shall apply to any/all persons, vendors, or businesses who intend to profit from services or goods provided during a permitted event or gathering.
(c) 
No fee for a permit is required for event sponsors or food establishments that are 501(c)(3) nonprofit organizations or a religious organization defined as a church in section 170(b)(1)(A)(I) of the Internal Revenue Code.
