There be and hereby is created in the city the position fire
inspector.

The mayor and city council are hereby authorized to employ a
fire inspector. Such fire inspector shall be appointed by the mayor
by and with the advice and consent of the city council and city volunteer
fire department.

(a) The
city fire inspector shall receive such compensation based on qualifications
and within terms agreed upon between the city and prospected candidate.
(b) The
initial compensation shall be $20.00 per hour, not to exceed 40 hours
per month without approval from city administration.
(c) The
city council may enter into an employment agreement which specifies
in writing provisions, including but not limited to, establishing
the level of compensation of the city fire inspector, specifying benefits
including levels of support for the city fire inspector continuing
education and association activities, determining separation pay upon
termination of the city fire inspector employment and defining other
conditions of employment.

The city fire inspector shall have the following powers and
duties:
(1) The
city fire inspector will report directly to the mayor or other designated
city administrator. The city fire inspector will function wholly as
an arm of the city, not an employee of city volunteer fire department
and will have no command authority on fire/emergency scenes unless
such authority is granted by the city volunteer fire department.
(2) The
fire inspection process involves communicating and corresponding with
the businesses, researching the history of the occupancies and reviewing
hazardous materials or other relative documentation.
(3) Specific
duties:
(A) Conduct plans reviews, site inspections, document fire code violations,
follow up on prior inspections.
(B) Work with management on fire system maintenance issues until compliance
is achieved.
(C) Conduct code inspections of assigned occupancies located with the
city and ETJ.
(D) Respond to request, complaints and or in support of other government
agencies.
(E) Inspector will be called upon to represent the city in legal matters
pertaining to fire safety, code violations activities.
(F) Investigate fires within the city limits and ETJ, using local, state
and federal resources as needed.
(G) Responsible for interpreting policies, procedures and laws pertaining
to fire codes and fire safety.
(H) Conduct life safety events such as fire drills and working with owner/occupants
to ensure the highest life safety protection is in place.
(I) Recommend to the city council such measures as, in his or her judgment,
he or she deems to be in the best interest of the city.
(J) Maintenance and use of necessary records and forms.
(K) Prepare and submit to the mayor and city council by the date set
by the council an annual budget for the office of fire inspector.
Budget items pertaining only to fire inspection, fire investigations
and prevention programs; and administer the approved budget after
adoption.
(L) Report to the city council periodically regarding fire inspection
and prevention activities.
(M) Any other duties as assigned by management.

The city fire inspector shall be removed in accordance with
law.
