(a) 
There is hereby established in the City of Teague a Civil Defense Agency hereafter known as the City of Teague Civil Defense.
(b) 
The mayor of the City of Teague will be director of City of Teague Civil Defense. The mayor is to appoint as many assistant directors as is deemed necessary to carry out the goals to be accomplished.
(c) 
The mayor or director is hereby instructed to work with the Division of Defense and Disaster Relief, Department of Public Safety, Austin, Texas in order to develop a basic emergency operations plan and to complete a program paper describing the goals of the Teague Civil Defense.
(d) 
The director and the assistant director are hereby directed to work with all federal and state agencies, whereby the City of Teague could react quickly and sanely in the event of natural or man-made disaster.

(a) 
The basic emergency operations plan for the city is hereby approved for use by all city departments, agencies and employees.
(b) 
A copy of the above-described plan as dated is on file in the office of the city secretary.
(c) 
Pursuant to section 418.173 of the Texas Government Code, as amended, it shall be an offense for any person, firm cooperation, or association to fail to comply with any provision of the plan, or a rule, order, or ordinance adopted under the plan. A violation of the plan, or a rule, order, or ordinance adopted under the plan is a class B misdemeanor and shall be punished by a fine not to exceed one thousand dollars ($1,000.00) or confinement in jail for a term not to exceed 180 days; each day a violation exists shall be separate offense.
