The mayor shall appoint a committee of four (4) members to serve as a public safety committee subject to the following conditions:
(1)
Two members shall be duly elected of appointed members of the board of aldermen;
(2)
The two (2) remaining members shall not be members of the board of aldermen and should include a state-certified police officer and a state-certified fireman. In the absence of the aforementioned certified members, either available or unwilling to serve, individuals with a reasonable degree of knowledge in each of the specific fields may be appointed if otherwise qualified;
(3)
Appointed members shall serve for a term of one year beginning January 1st and ending December 31st each year. Any subsequent vacancy shall be filled for the remainder of the original term pursuant to ordinance requirements for full term members;
(4)
Committee members must be a legal resident and a registered voter of this municipal jurisdiction;
(5)
Any committee member may be removed by the affirmative vote of four (4) aldermen;
(6)
The committee shall elect a board of aldermen member to serve as chairman of this committee.

The duties of this committee shall be to advise the board of aldermen in the general area of public safety. This shall include, but not be limited to, the police department and a fire department should one be established:
(1)
The committee shall review complaints concerning public safety when requested by the mayor or a written request signed by an alderman or any member of this committee;
(2)
Review all department policies, budgets, procedures and regulations not less than annually;
(3)
Submit to the board of aldermen in writing, any necessary changes or corrective actions.
