Editor’s note–This Charter
compilation is derived from the compilation of the 1916 home rule
charter and amendments prepared in 1963, and amendments subsequent
thereto. However, for facility in usage the editor has prefixed each
section number with the article numeral and a decimal so that one
need merely cite a section without indicating the article. The editor
has inserted section captions or catchlines where missing, and has
changed some of the existing catchlines so as to more accurately apprise
the reader of the contents of the section. The dates of amendments
have been inserted in parentheses following each amended section.
Words have been added in brackets to clear up discrepancies and omissions
and to update citations in the text to Texas law.
