These regulations apply to all permanent signs located within any CPDD or NFPDD zone:
(1) 
Only signs that are specifically allowed by this regulation may be displayed. All other signs and types of signs not specifically permitted are forbidden within the CPDD and NFPDD.
(2) 
For any multitenant development with more than one exterior identification sign, the developer must prepare a governing set of rules and restrictions for all exterior signs in the development. Such rules and restrictions must ensure that the exterior building signs are constructed and displayed in coordinated fashion for all tenants within the development.
(3) 
A sign shall not rotate, gyrate, blink, flash, or move in any fashion.
(4) 
Off-premises signs are not permitted.
(5) 
Roof signs are not permitted.
(6) 
Sign copy on any sign shall be coordinated in size, color and type style.
(7) 
Sign copy shall be applied in a manner which avoids shadow distortion.
(8) 
Primary attached building identification signs shall be mounted in a position on the building facade. In no case shall a sign extend in height above the horizontal line where the building wall plane intersects the building roof line. When mounted on a parapet, no sign may extend above the parapet wall.
(9) 
Logo symbols shall not exceed the maximum sign height or be 50% greater than the actual letter height; symbols may not be located closer than 1/2 letter height to any building edge, window, door, column, corner, mullion, sign band, canopy or other significant architectural feature. Exceptions may be granted to these size and location requirements when the logo is part of a registered trademark.
(10) 
A change panel may be incorporated within the allowable sign area where information is subject to change on a regular basis, for example, price information signs at vehicle fueling stations and in the signs of institutional organizations such as churches, schools, governmental entities and nonprofit service agencies.
(11) 
A sign’s background color shall be limited to one color only.
(12) 
Copy color shall contrast with the background color.
(13) 
When there are multiple individual identifying business signs on a building (e.g., retail strip center), all signs must be coordinated in size, color and type of sign.
(14) 
Paint on nonferrous metals shall be a Matthews acrylic polyurethane or equal self-etching primer.
(15) 
Notwithstanding anything contained herein to the contrary, any sign authorized in this article may contain a noncommercial message in lieu of a commercial message.

(a) 
Permitted zones.
This sign is permitted with a special use permit only in the following CPDD zones when specifically allowed and approved as part of the overall project development site plan:
(1) 
Northern Office Commercial Zone (Zone B).
(2) 
Western Office Commercial Zone (Zone F).
(3) 
Southern Edge Commercial Zone (Zone K - Central Expressway frontage only).
(b) 
Governing requirements.
(1) 
Location.
Must be located near the street frontage normally within the landscape setback zone near the project entry.
(2) 
Design.
The sign must be an elevated monument style sign or an existing elevated landmark structure. (Pole signs are not permitted.) If an elevated monument sign is used, the sign must be designed and constructed incorporating materials and design elements used in the project/building(s) being identified. The proposed design of the sign (including all dimensions, materials and lighting) shall be submitted as part of the project site plan for specific approval. The sign copy for identified individual businesses (if used) must be uniform in design and size.
(3) 
Lighting.
The sign may be illuminated only with either:
(A) 
Internal illumination that lights only the sign copy and not the sign background;
(B) 
Halo lighting; or
(C) 
Other lighting specifically approved as part of the special use permit approval.
Notes: Neon lighting and internal illumination (other than specifically permitted above) is not allowed. When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
Only one sign of this type is permitted per authorized project.

Permitted zones.
The following types of commercial signs are permitted for general use in the following zones when constructed according to the governing requirements for each sign:
(1) 
CPDD zones.
(A) 
Northern Ceremonial Parkway Zone (Zone A).

Northern Office Commercial Zone (Zone B).
(C) 
Town Center Zone (Zone E).
(D) 
Western Office Commercial Zone (Zone F).
(E) 
Old Highway 5 Zone (Zone G).
(F) 
Southern Ceremonial Parkway Zone (Zone J).
(G) 
Southern Edge Commercial Zone (Zone K).
(H) 
Northeastern Gateway Zone (Zone M).
(I) 
Highway 5 Nonresidential Zone (Zone N).
(2) 
NFPDD zones.
(A) 
Northern Gateway Zone.
(B) 
Old Mill Road.
(b) 
Detached project sign.
(1) 
Location.
Must be located near the street frontage within the landscape setback zone near the project entry. The sign shall be located so that it does not interfere with required line-of-sight visibility needed for safe ingress/egress at the project entry.
(2) 
Design.
The sign shall be a monument sign designed and constructed in accordance with one of the following criteria:
(A) 
Per diagram #54 of the Fairview Central Business District Guidelines. The sign shall conform to the specified dimensions and the placement of messages shown on diagram #54 and shall be constructed incorporating the same materials used in the building(s) being identified. Project name information may be substituted for corporate name information shown in diagram #54.
(B) 
A custom-designed monument sign which is not greater than 11 feet in length or 5 feet in height. The sign must be primarily of masonry construction and must incorporate the primary material used in the construction of the building being identified. When the sign design includes non-masonry materials in the sign face, that non-masonry portion of the sign face may not exceed fifteen (15) square feet in size and must be framed on at least three sides by the predominant masonry construction. The sign must include the street number address of the project being identified.
(3) 
Lighting.
The sign may be illuminated only with either:
(A) 
Concealed external shielded low-profile floodlights;
(B) 
Internal illumination that lights only the sign copy and not the sign background;
(C) 
Halo lighting.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
Only one sign of this type is permitted per project. Where the project has frontage on more than one street, one sign is permissible for each separate frontage location.
(c) 
Detached premises sign.
(1) 
Location.
Detached premises signs are located as follows based on the conditions of their use:
(A) 
When used to identify an individual business occupying a stand-alone building, the sign may be located near the street edge within the landscape setback area or it may be located outside the landscape setback area away from the street in a separate landscape bed which extends 2-1/2 feet from the base of the sign. The sign shall be located so that it does not interfere with required line-of-sight visibility needed for safe ingress/egress at the project entry.
(B) 
When used to identify an individual business that occupies space within a building housing multiple tenants, the sign must be located outside the landscape setback zone and set on the business premises in a separate landscape bed which extends at least 2-1/2 feet from the base of the sign structure. Notwithstanding allowances for use of this type sign, a permit for such sign may be withheld in those circumstances where multiple signs within one project would create confusion, clutter or excessive signage not in keeping with the project’s overall design.
(2) 
Design.
Must be built as a monument style sign incorporating the materials used in the building being identified.
(A) 
When a detached premises sign is located near the street edge within the landscape setback zone, the sign shall be a monument sign designed and constructed in accordance with one of the following criteria:
(i) 
Per diagram #54 in the Fairview Central Business District Guidelines. The sign shall conform to the specified dimensions and placement of messages shown on the diagram. Individual business names and information may be substituted in the sign face area for the corporate information shown in the diagram.
(ii) 
A custom-designed monument sign which is not greater than 11 feet in length or 5 feet in height. The sign must be primarily of masonry construction and must incorporate the primary material used in the construction of the building being identified. When the sign design includes non-masonry materials in the sign face, that non-masonry portion of the sign face may not exceed 15 square feet in size and must be framed on at least three sides by the predominant masonry construction. The sign must include the street number address of the premises being identified.
(B) 
When a detached premises sign is located away from a street edge outside the landscape setback zone, the signs may be constructed according to custom individual designs. The sign must not exceed 4 feet in height nor exceed 5 feet in width. The sign may not exceed 15 square feet of sign face area. (Note: Sign face area does not include a masonry base or surrounding elements which may frame the sign.) When multiple businesses are identified on the same sign, the sign copy identifying the separate businesses must be uniform in design, color and size. (Note: Variation is permitted for corporate logos used in conjunction with the sign copy.)
(3) 
Lighting.
The sign may be illuminated only with either:
(A) 
Concealed external shielded low-profile floodlights;
(B) 
Internal illumination that lights only the sign copy and not the sign background;
(C) 
Halo lighting.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
Only one sign of this type is permitted per individual business except where a business has frontage on more than one street. When a business has frontage on more than one street, one sign is permitted for each street frontage location.
(d) 
Detached premises sign - fuel.
Permitted for use only at a motor vehicle fuel dispensing business which is approved for use in specific CPDD and NFPDD zones. Some zones require a special use permit and have special requirements for fuel dispensing business locations in those zones.
(1) 
Location.
Must be located near the street frontage within the landscape setback zone near the premises entry or entries. The sign shall be located so that it does not interfere with required line-of-sight visibility needed for safe ingress/egress at the project entry.
(2) 
Design.
The sign shall be a monument sign designed and constructed incorporating the same materials used in the building being identified.
(A) 
The sign must include a masonry base and masonry sides enclosing the sign face. The overall sign (including masonry elements) dimensions may not exceed 5-1/2 feet in height and it may not exceed 9-1/2 feet in length.
(B) 
Brand, corporate or business identification logos must be placed on a masonry background which is separated from the sign face providing the fuel pricing information.
(C) 
Fuel pricing information may be provided using electronic reader board information with black background or with other numerical symbols on a sign face which meet the lighting requirements for the sign.
(3) 
Lighting.
The sign may be illuminated only with either:
(A) 
Concealed external shielded floodlights;
(B) 
Internal illumination that lights only the sign copy and not the sign background;
(C) 
Halo lighting.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
Only one such sign of this type is permitted per individual fuel dispensing business except where the business has frontage on more than one street. Where a business has frontage on more than one street, one sign is permitted for each street frontage location.
(e) 
Detached project/premises combination sign.
(1) 
Location.
Must be located near the street frontage within the landscape setback zone near the project entry.
(2) 
Design.
The sign shall be a monument sign designed and constructed incorporating the same materials used in the project being identified.
(A) 
The sign must include a masonry base and it must include masonry or other horizontal and vertical construction elements to frame the sign face.
(B) 
The sign base must be set in a landscaped bed with dedicated landscaping around the sign extending at least 2 feet from the sign base.
(C) 
The overall sign (including the masonry base and frame around the sign face) shall not exceed 6 feet in height nor exceed 8 feet in length.
(D) 
Copy elements of the sign face which identify individual tenants/occupants within the building/development project must be done in one common font style and one common color. (Multiple colors and font styles may be allowed when a coordinated design plan for the sign is submitted as part of the site plan for the development project.)
(E) 
The sign must be constructed in accordance with project sign restrictions or regulations prepared by or for the developer to govern signs within the development project. Such project development regulations must be consistent with requirements of this article and must be submitted to the town prior to receiving an approved permit application for any sign within the development.
(F) 
The sign copy on individual sign faces which identify respective tenants must conform to this article and those specified design requirements of the project sign restrictions. These restrictions must include a planned font pattern, letter size and color plan. When the sign permit application is submitted to the town, the design standards for individual tenant/occupant identification must be included with the permit application.
(3) 
Lighting.
The sign may be illuminated only with the following approved lighting methods:
(A) 
Concealed external shielded floodlights.
(B) 
Internal illumination that lights only the sign copy and not the sign background.
(C) 
Halo lighting.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
Only one sign of this type is permitted per project. Where the project has frontage on more than one street, one sign is permissible for each separate frontage location.

Flags may be displayed which represent governmental subdivisions, project developments or business establishment/organization identities in accordance with the following requirements:
(1) 
Governmental flags.
Flags representing governmental entities (e.g., the United States, the state, the county, and the town) may be displayed subject to the following restrictions:
(A) 
Only one governmental flag for each political entity may be displayed as part of any flag grouping displayed for any project development or organization being identified. Proper flag etiquette (established by the respective government entities) must be observed in the display of governmental flags.
(B) 
Only one flag display grouping is allowed per site unless multiple locations are identified and approved as part the project development site plan.
(C) 
Oversize (larger than 8.95' x 17') flags are not allowed for display except for official purposes or otherwise approved as part of a development site plan.
(D) 
No pole used to display a flag(s) shall be higher than fifty (50) feet, measured from ground level.
(2) 
Identification flags.
A single flag may be used when displayed on a commercially manufactured flagpole for purposes of organization identification subject to the following requirements:
(A) 
Identification flags may be displayed as part of a grouping with governmental flags.
(B) 
Only one identification flag may be displayed to identify any commercial development project unless multiple flags or multiple locations are identified and approved as part of the development’s site plan.
(C) 
One identification flag may be displayed on any site occupied by a single stand-alone business establishment or other organization.
(D) 
One identification flag may be displayed on any site occupied by multiple business establishments or other organizations.
(E) 
Displayed advertising or identification flags may not exceed five (5) feet in length or three (3) feet in width.
(F) 
Identification flags may not be displayed on the same flagpole where a governmental flag is displayed.
(G) 
No pole used to display a flag(s) may exceed fifty (50) feet in height, measured from ground level.
(3) 
Flag group displays.
Governmental and identification flags may be displayed in groups in accordance with the following requirements:
(A) 
No more than five (5) flagpoles are allowed within a display group when flags are displayed to identify a commercial development project within CPDD commercial zones. Displays of more than five (5) poles may be approved when submitted and approved as part of a project site plan. All pole heights within a display must be appropriate (according to the flag manufacturer’s recommendations) for the size of flags displayed.
(B) 
No more than three (3) flagpoles are allowed within a display group when flags are displayed to identify an individual business or organization within commercial development project within CPDD commercial zones. Displays of more than three (3) poles may be approved when submitted and approved as part of a site plan. All pole heights within a display must be in accordance with the flag manufacturer’s recommendations for the size of flags displayed. No pole used to display a flag(s) may exceed fifty (50) feet in height.
(C) 
Identification flags may not be displayed on the same flagpole where a governmental flag is displayed.

(b) 
Primary facade-mounted identification sign.
(1) 
Location.
Must be mounted on the upper level of the masonry wall facade(s) of the building where the business being identified is located in accordance with the following restrictions:
(A) 
The sign must be contained within the horizontal limits of the premises which it identifies.
(B) 
The sign may not be mounted in an area on a facade face which is vertically extended more than 6 feet above the building roof line (or 6 feet above a horizontal line defined by the typical level of the top edge of the building parapet) unless that facade is designed and extended vertically as part of a primary architectural building element. The architectural element must be characterized by building depth, building form and roof form or parapet edge treatment per CPDD architectural guidelines.
(C) 
Some facade-mounted sign designs (see “Design” in the following subsection) are restricted by location for use only in certain zones or areas of the CPDD.
(2) 
Design.
All primary facade-mounted signs on any one building (with multiple signs) or on buildings within a multibuilding development must be constructed and displayed in accordance with specified project development restrictions (prepared by or for the project developer) which govern sign types, numbers, size, mounting location and other applicable project criteria. These signs must also be designed and constructed according to one or more of the following town sign design criteria and are subject to the specified restrictions for each of the respective sign types:
(A) 
A sign with dimensional, reverse channel symbols and letters.
(B) 
A sign consisting of channel letters and symbols fabricated with opaque metal sides and translucent plastic faces subject to the following limitations:
(i) 
Exposed raceways are not permitted.
(ii) 
Channel letter signs may be used only in commercial project developments west of Greenville Avenue (SH 5).
(C) 
A sign consisting of three-dimensional symbols and letters.
(D) 
A combination sign which includes a reverse channel letter sign and a subordinate (in size) cabinet sign where only the copy is illuminated and the background of the sign face is totally opaque.
(E) 
A flat sign with copy consisting of painted letters and symbols. Copy on the flat sign may be raised (dimensional) if desired.
(F) 
Other unique sign designs for major buildings with floor space in excess of 50,000 square feet which are specifically submitted and approved as part of a development site plan or amendment to a development site plan.
(3) 
Size.
These signs must fit within the orthogonal perimeter allowed for each of the specified designs. The orthogonal perimeter is determined by a line drawn in rectangular fashion at the outermost points of a sign’s height and width. The following size restrictions apply:
(A) 
Reverse channel letter signs and copy.
(i) 
Maximum height for a sign with a single line of copy shall not exceed either 36 inches or 50% of the display height of the wall facade to which it is attached, whichever is less. (Note: Refer to “display height” definition.)
(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed either 48 inches or 62.5% of the display height of the wall facade to which it is attached, whichever is less.
(iii) 
Maximum width shall not exceed 75% of the width of the wall facade for the premises to which it is attached.
(iv) 
When a project development or building includes a dominant user(s) that is significantly larger than other development/building tenants (i.e., an anchor or junior anchor tenant), that dominant large user(s) is allowed to have a larger sign in accordance with the following requirements:
a. 
Maximum height for signs with either single or multiple lines of copy is 96 inches for buildings with 100,000 square feet of floor space or greater.
b. 
Maximum height for signs with either single or multiple lines of copy is 72 inches for buildings with at least 50,000 square feet but less than 100,000 square feet of floor space.
(B) 
Channel letter signs and copy.
(i) 
Maximum height for a sign with a single line of copy shall not exceed either 30 inches or 37.5% of the display height of the wall facade to which it is attached, whichever is less. (Note: Refer to “display height” definition.)
(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed either 36 inches or 50% of the display height of the wall facade to which it is attached, whichever is less.
(iii) 
Maximum width shall not exceed 75% of the width of the wall facade to which it is attached.
(iv) 
When a project development or building includes a dominant user(s) that is significantly larger than other development/building tenants (i.e., an anchor or junior anchor tenant), that dominant large user(s) is allowed to have a larger sign in accordance with the following requirements:
a. 
Maximum height for signs with either single or multiple lines of copy is 96 inches for buildings with 100,000 square feet of floor space or greater.

(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed either 36 inches or 50% of the display height of the wall facade to which it is attached, whichever is less.
(iii) 
Maximum width shall not exceed 75% of the width of the wall facade for the premises to which it is attached.
(D) 
Combination sign and copy.
(i) 
The height of the cabinet sign portion of the combination sign may not exceed 25% of the height of the entire sign.
(ii) 
Maximum height and width dimensions are the same as those dimensions specified for reverse channel letter signs and copy (see subsection (3)(A) above).
(E) 
Flat sign and copy.
(i) 
Maximum height and width dimensions are the same as those dimensions specified for channel letter signs and copy.
(ii) 
Copy shall not be located any closer than 1/2 letter height to any sign edge or other line of copy. Exceptions may be granted when the copy includes or is part of a registered trademark.
(iii) 
When more than one size of copy is used, distance requirements to the sign edge are based on the size of the nearest line of copy.
(iv) 
When more than one line of copy is used within a sign, distance requirements between the lines of copy are based on the smaller size line of copy.
(v) 
When multiple lines of copy are abutted with no spacing between them, the adjoined multiple lines are considered as one line of copy.
(F) 
Other unique signs (for major buildings).
Specific dimensions will be determined for the sign as part of the site plan approval process for the building and sign.
(4) 
Lighting.
Attached primary business identification signs (facade-mounted) may be illuminated only by the following methods as specifically prescribed for each type of sign:
(A) 
Signs with reverse channel letters mounted directly on a building facade may be illuminated with halo illumination only.
(B) 
Channel letter signs at allowed locations within the CPDD may be illuminated internally. (Note: Exposed raceways are not permitted.)
(C) 
Signs with dimensional letters may be illuminated with external illumination (cutoff, shielded fixtures) designed and mounted for the purpose of illuminating only the sign and not the expanse of the building facade.
(D) 
Combination signs made with both reverse channel letters and a cabinet (box) element may be illuminated with a combination of halo illumination (for reverse letters or silhouette type symbols) and internal illumination lighting only the copy of the sign (for the cabinet part of the sign).
(E) 
Flat panel signs may be illuminated only with downward directed, shielded lights designed and mounted for the purpose of illuminating only the sign and not the expanse of the building facade.
(F) 
Other unique signs (for major buildings) approved as part of a site plan approval must be lighted in accordance with the specific requirements of that site plan approval.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(5) 
Number of signs.
One sign of this type is permitted for each street facing (or public parking lot facing) building facade of the business establishment or organization being identified.
(6) 
Other limitations.
Advertising information (including information about services, products, locations or subordinate sections within the business premises) is not defined as an identification sign and is not allowed on the exterior of any building for any business establishment or for other organizations within the building premises.
(c) 
Facade-mounted identification sign (fuel dispensing canopy).
(1) 
Location.
Must be mounted on the canopy facade in a position which is centered in the vertical dimension of the facade and located within the first fifteen (15) feet from the canopy corner in the horizontal dimension. The sign must be contained within the vertical facade limits of the canopy and may not extend above the canopy roof line. Except for an allowed accent strip (see below), the sign must be contained horizontally within the allowed fifteen (15) feet limit, including any color treatment normally identified with a particular fuel brand. Some of the allowed sign designs (see “Design” in the following subsection) are restricted by location for use in certain zones and areas of the CPDD.
(2) 
Design.
(A) 
All facade-mounted signs on any canopy must be part of a specified design theme with respect to sign type, size, and mounting location. These signs must be designed and constructed as one of the following sign types:
(i) 
A sign with dimensional, reverse channel symbols and letters.
(ii) 
A sign consisting of channel letters and symbols fabricated with opaque metal sides and translucent plastic letters subject to the following limitations:
a. 
Exposed raceways are not permitted.
b. 
Channel letter signs may be used only at fuel dispensing establishments located west of Greenville Avenue (SH 5).
(iii) 
A sign consisting of three-dimensional letters and symbols.
(iv) 
A combination sign which includes a reverse channel letter sign and a subordinate (in size) cabinet sign where only the copy is illuminated and the background of the sign face is totally opaque.
(v) 
A flat panel sign.
(B) 
The color of any canopy fascia must comply with CPDD building color requirements of exhibit B, paragraph III, 1.f.v. Accent striping (if used) must be limited to one complementary color and shall consist of only one accent stripe per fascia which is not wider than 12 inches.
(3) 
Size.
These signs must fit within the orthogonal perimeter allowed for each of the specified designs. The orthogonal perimeter is determined by a line drawn in rectangular fashion at the outmost points of a sign’s height and width. The following size restrictions apply:
(A) 
Reverse channel letter signs and copy.
(i) 
Maximum height for a sign with a single line of copy shall not exceed 36 inches or 50% of the height of the canopy facade to which it is attached.
(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed 48 inches or 62.5% of the height of the canopy facade to which it is attached.
(iii) 
Maximum width shall not exceed fifteen (15) feet.
(B) 
Channel letter signs and copy.
(i) 
Maximum height for a sign with a single line of copy shall not exceed 30 inches or 37.5% of the height of the canopy facade to which it is attached.
(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed 36 inches or 50% of the height of the canopy facade to which it is attached.
(iii) 
Maximum width shall not exceed fifteen (15) feet.
(C) 
Dimensional letter signs and copy.
(i) 
Maximum height for a sign with a single line of copy shall not exceed 30 inches or 37.5% of the height of the canopy facade to which it is attached.
(ii) 
Maximum height for a sign with multiple lines of copy shall not exceed 36 inches or 50% of the height of the canopy facade to which it is attached.
(iii) 
Maximum width shall not exceed fifteen (15) feet.
(D) 
Combination sign and copy.
(i) 
The height of the cabinet sign portion of the combination sign may not exceed 25% of the height of the entire sign.
(ii) 
Maximum height and width dimensions are the same as those dimensions specified for reverse channel letter signs and copy.
(E) 
Flat sign and copy.
(i) 
Maximum height and width dimensions are the same as those dimensions specified for channel letter signs and copy.
(ii) 
Copy shall not be located any closer than 1/4 letter height to any sign edge or other line of copy.
(iii) 
When more than one size of copy is used, distance requirements to the sign edge are based on the size of the largest line of copy.
(iv) 
When multiple lines of copy are abutted with no spacing between them, the adjoined multiple lines are considered as one line of copy.
(4) 
Lighting.
Attached canopy signs (facade-mounted) may be illuminated only by the following methods as specifically prescribed for each type of sign:
(A) 
Signs with reverse channel letters mounted directly on a canopy facade may be illuminated with halo illumination only.
(B) 
Channel letter signs at allowed locations within the CPDD may be illuminated internally. (Note: Exposed raceways are not permitted.)
(C) 
Signs with dimensional letters may be illuminated with external illumination (cutoff, shielded fixtures) designed and mounted for the purpose of illuminating only the sign and not the expanse of the canopy facade.
(D) 
Combination signs made with both reverse channel letters and a cabinet (box) element may be illuminated with a combination of halo illumination (for reverse letters or silhouette type symbols) and internal illumination lighting only the copy of the sign (for the cabinet part of the sign).
(E) 
Flat panel signs may be illuminated only with shielded lights (cutoff type preferred) designed and mounted for the purpose of illuminating only the sign and not the expanse of the canopy facade.
Note: When not required for evening and night business operation, security or other lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(5) 
Number of signs.
One sign of this type is permitted for each street facing canopy facade.
(d) 
Blade identification sign.
(1) 
Location.
Blade identification signs along a pedestrian-oriented street, promenade or walkway must be mounted perpendicular to the building plane so as to hang out over the pedestrian way/sidewalk or business entry. All such signage must be hung from a simple horizontal mast or bracket at a height (minimum 7 feet above finished floor) appropriate to the building facade and business entry. Such mounting height should be consistent with other signs along the nearby pedestrian walkway. (Refer to diagram #72, exhibit B, CPDD guidelines).
(2) 
Design.
Blade identification signs must comply with the following design and construction requirements:
(A) 
Must include the business/organization name and may include a logo or symbol indicating the establishment’s function or type of business.
(B) 
The sign may be fabricated with wood, metal, fiberglass or exterior grade foam with weather-resistant coating. Molded, vacuum-formed fiberglass or plastic blade signs are not allowed.
(C) 
Signs may be no larger than twelve (12) square feet in sign face area.
(D) 
Sign thickness shall not be less than one and one-half inches (1.5").
(E) 
Customization of painted or other type graphics on the sign face is allowed as are the edge pattern and the shape of the sign itself (refer to diagram #72, exhibit B, CPDD guidelines).
(3) 
Lighting.
Attached blade signs along pedestrian ways may be illuminated by the ambient light of the pedestrian area. However, where desired, individual blade signs may also be lighted with adjacent external illumination such as mast or sign attached shielded floodlights (maximum wattage of 40 watts per light). Internal illumination is not allowed for blade signs.
(4) 
Number of signs.
One sign of this type is permitted for each separate public entry to the business from the public pedestrian way, sidewalk or parking lot.
(e) 
Attached identification sign (other).
(1) 
Location.
These signs may be attached or applied within the horizontal limits of the premises for the identified business/organization to any location on the lower half of the building facade; to doors, windows, awnings, canopies, overhangs or other constructed attachments to the building.
(2) 
Design.
Must be consistent with the primary business identification signs (facade or blade) of the identified business and may include corporate or business logos. These business identification signs (other) are considered as secondary identification signs which must be subordinate in size and prominence to the primary facade or blade identification signs of the business/organization being identified.
(3) 
Lighting.
Most secondary business identification signs of this type will not require special lighting. However, when used, it must be either:
(A) 
Halo lighting;
(B) 
Shielded floodlights designed to illuminate only the sign and not the building facade or other building element to which the sign is attached.
Note: When not required for evening and night business operation, security or other reasonable lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs and other limitations.
Secondary business identification signs (other) shall be subject to the following additional restrictions:
(A) 
No more than two secondary business identification signs shall be allowed per 50 feet of building frontage facing a front or side street.
(B) 
Flat, painted plastic or metal signs may not be applied to any building facade.
(C) 
Advertising information (including information about services, products, locations or subordinate sections within the business premises) is not defined as an identification sign and is not allowed on the exterior of any building for any business establishment or for other organizations within a building premises.
(f) 
Premises information signs.
(1) 
Location.
This informational signage may be attached within the horizontal limits of the premises to any location on the exterior building facade, doors or windows. However, as a minimum, address information (street number) must be in a visible location which is consistent for all individual premises within the same building.
(2) 
Design.
Customized design is allowed for business information signage.
(3) 
Lighting.
Most business information signs of this type will not require special lighting. However, when used, it must be shielded, must not shine directly into viewers’ eyes and must be limited in wattage consistent with the sign’s intended purpose. Neon lighting is not allowed except as permitted in subsection (4) which follows.
(4) 
Number of signs and other limitations.
Business information signs are subject to the following additional restrictions:
(A) 
Business information signs may not cover more than 25% of any window, facade or door to which such signage is applied. (Note: Sign size is determined by an orthogonal measurement of the outer edges of the sign information.)
(B) 
One neon sign per street facing facade is allowed for any business. Such sign must be mounted within the business interior premises and may not exceed 1.5 square feet in size. (Note: Sign size is determined by an orthogonal measurement of the outer edges of the sign perimeter.)
(C) 
Advertising information (including information about services, products, locations or subordinate sections within the business premises) is not defined as a business information sign and is not allowed on the exterior of any building for any business establishment or for other organizations within a building premises.
(g) 
Restaurant menu information signs.
(1) 
Location.
Restaurant menu informational signage (menu boards) may be attached within the horizontal limits of the restaurant premises to any location on the exterior building facade near the restaurant entry. As an alternative location, menu boards may be installed permanently as a freestanding sign in a common area within 10 feet of the restaurant entrance.
(2) 
Design.
Customized design is allowed restaurant menu board signage in accordance with the following limits:
(A) 
Menu boards attached to a building facade shall not exceed six (6) square feet in size.
(B) 
Freestanding menu boards shall not exceed eight (8) square feet in size.
(3) 
Lighting.
Menu boards attached to a building facade must be illuminated with low wattage (not to exceed 20 watts), downwardly directed and shielded luminaires designed to illuminate only the sign and not the building facade. Freestanding menu boards, if illuminated, may be illuminated with downwardly directed and shielded low wattage luminaires for each side of the sign. Note: When not required for evening and night business operation, security or other reasonable lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
(4) 
Number of signs.
One menu board sign is allowed for each primary customer entrance to the restaurant premises.

The following requirements govern the display of permanent interior signs within business establishments and other organizations within the CPDD that are either open to the public or to participating members/invitees of the establishment:
(1) 
General requirements.
(A) 
Permanent interior signs may be used for business information purposes only. Advertising is not allowed on permanent interior signs.
(B) 
Any interior signs affixed or attached to storefront doors or windows are subject to the rules and requirements of this article pertaining to interior signage.
(C) 
Other signs within the interior premises of a business or organizational establishment are exempt from the requirements of this article.
(D) 
Permanent interior signs do not require a sign permit from the town.
(2) 
Location and size.
(A) 
Interior signage, whether temporary or permanent, may not collectively cover, occupy or exceed twenty-five percent (25%) of the total area of the storefront windows or doors visible to the public from the exterior of the premises.
(B) 
Interior signage, whether temporary or permanent, may not collectively cover, occupy or exceed fifty percent (50%) of the area of any individual storefront window or door visible to the public from the exterior of the premises.
(C) 
No interior signage may be placed in a location on windows or doors which obscures clear public view (at normal adult eye levels) into the business/organizational establishment from the exterior of the premises.
(3) 
Design.
Custom design is allowed. Signs must be professionally prepared and properly attached to the interior of the windows or doors to which they are affixed.
(4) 
Lighting.
(A) 
Lighting of interior commercial signs is not allowed, with the following exception: One neon (or similar gas) sign per business establishment is allowed for each street facing frontage for purposes of providing basic business or product/service information (e.g., “Open,” “Cleaners,” “Donuts,” etc.). Copy for such signs is limited to two words.
(B) 
No neon sign of this type may exceed three (3) square feet in size. Location requirements for interior signs must be observed.
Note: When not required for evening and night business operation, security or other reasonable lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.

These signs are intended to move pedestrians and vehicles in an orderly fashion to specific locations within a development.
(1) 
Location.
Uniform in location sites chosen within the development.
(2) 
Design.
Must be of a uniform design as specified in the CPDD guidelines (exhibit B) unless a different design is approved as part of the development site plan. The CPDD guidelines (exhibit B) require that signs be mounted on a 3-1/2-inch diameter (square cross-section) tubular pole at a uniform height of 6 feet above grade. The poles must be colored dark bronze (and painted with polyester urethane paint).
(3) 
Lighting.
Directional and information signs are not required to be illuminated. If such signs are illuminated, the following lighting is permitted:
(A) 
Shielded, downward directed floodlights designed to illuminate only the sign.
(B) 
Internal illumination which lights only the copy of the sign and not the face or background of the sign.
Note: When not required for evening and night business operation, security or other reasonable lighting needs, the town encourages the reduction of sign lighting (dimming or turning off) during time periods when sign illumination is unnecessary.
