(a) 
Sanitary facilities for the use of patrons and employees shall be maintained at every commercial business location within the corporate limits of the town.
(b) 
For the purpose of this section, sanitary facilities shall consist of the following:
(1) 
An operable permanent flushing toilet shall be located on the premises.
(2) 
A lavatory shall be located on the premises and shall be equipped with running water.
(3) 
All toilets and lavatories installed at commercial business locations after the date of passage of this section shall be connected to a septic or sewer system in accordance with the ordinances of the town.
(4) 
The sanitary facilities of any residential dwelling converted to use as a commercial business location shall be brought into compliance with the then-existing building and plumbing code of the town.
(c) 
For the purposes of this section, a commercial business location shall be defined as any building, dwelling, or other structure located within the corporate limits of the town in which the owners or occupants engage in any activity for the purpose of earning a profit or other economic benefit. Specifically excluded are buildings, dwellings, or other structures used solely for agricultural purposes.

(a) 
All persons who wish to film in the town shall apply for and secure a permit from the town. The filming of news events and noncommercial filming, and other filming of events as designated by the town manager or his designee, shall be exempt from the permit requirements.
(b) 
An application for a film permit shall be in writing, and submitted at least thirty (30) days before the filming is to begin at a given location. The thirty-day requirement may be waived at the discretion of the town manager. The application shall state the name of the applicant, the addresses and telephone numbers of the applicants, the location of filming, and the times of filming, and such other information as the town manager may require. The application shall also disclose the use of any incendiary devices, fire, motor vehicles, aircraft and anything else which may create excessive noise or vibration within the town boundary limits.
(c) 
The permit may be granted subject to such conditions as the town manager may specify, such as delivering written notice of filming times and locations to all merchants or individuals who are substantially affected by the filming. The permit may be denied if, in the opinion of the town manager, the locations, hours, or other factors, such as danger to the public or neighbors, traffic disruption, or noise, make filming as requested unreasonable. Blasting will be prohibited.
(d) 
Before a permit shall be issued, proof of liability insurance of $1,000,000.00 minimum shall be submitted by the applicant.
(e) 
Before a permit shall be considered, the applicant shall pay a nonrefundable permit application fee, in a minimum of $25.00, with the actual amount to be estimated to cover all town time and expenses.
(f) 
Failure to obtain a permit prior to filming, or to comply with any or all of the permit conditions, shall constitute a misdemeanor punishable, upon conviction, by a fine not to exceed five hundred dollars ($500.00) for every day of the violation. The town may also enjoin any filming not in accordance with this section or the other specific requirements specified by the town manager.
