This zone is designated to protect individuals building in areas subject to flooding, to insure a minimum of flood damage in the event of such a catastrophe, and to promote and maintain open areas in the town. The flood insurance rate map, the latest revision issued, for the town on which the Federal Insurance Administration has delineated both the areas of special flood hazard and risk premium zones applicable to the town is hereby adopted and incorporated herein for all purposes and made a part of this article, and is also modified pursuant to the flood protection provisions found in article 3.12, division 2. The zone designated herein is hereby limited to all that area lying within the flood insurance rate map’s 100-year flood boundary.

The following are permitted accessory uses:
(1) 
Crop and tree farming, but not including the raising of animals or fowl for commercial purposes, or the sale of any products on or adjacent to the premises.
(2) 
Barns or other outbuildings necessary for crop and tree farming, but not including stables, corrals, paddocks or other enclosures or buildings for the keeping of animals or fowl, and providing the permitted building is located no closer than 50 feet from any property line. No barns or outbuildings shall be located closer than 50 feet from any other building on the same property, and no closer than 100 feet from a recognized stream bank unless it abuts an area zoned FH or AG, in which case they may be 50 feet from any property line.

(a) 
No residential dwelling or dwelling used for living purposes shall be permitted within this zone.
(b) 
No slaughter pens, rendering works or associated businesses shall be located within this zone.
(c) 
No stables, corrals, paddocks, nonresidential buildings, enclosures, or structures for the keeping of animals or fowl shall be allowed in this zone.
(d) 
Any construction or improvements in this zone are to follow those guidelines outlined in the flood protection ordinance set out in article 3.12, division 2.
(e) 
The degree of flood protection required by this article is considered reasonable for regulatory purposes and is based on scientific and engineering considerations provided by the Federal Insurance Administration. Larger floods can and may occur on rare occasions within the area so designated. Flood heights may be increased by artificial or natural causes. This article shall not create liability on the part of the town, the mayor, any councilmember, officer or employee thereof of [or] the Federal Insurance Administration, for any flood damages that result from reliance on this article or any administrative decision lawfully made thereunder.
