Three steps of site plan review are generally required to develop a nonresidential site:
(1) 
The developer is encouraged to meet with members of the planning and zoning commission in informal work sessions to discuss the development process before submitting plans. These first presentations to planning and zoning should show a concept plan as described below.
(2) 
When the plans are acceptable in these early concept stages, then formal submission of the site plan may be made through the application process and presentation of a preliminary site development plan and a preliminary plat.
(3) 
Final site plan approval will be either granted or denied through the submission of the final site plan and final plat and its outlined procedure.

(a) 
The concept plan is the initial plan required in the site plan review process. This plan is a general site assessment and development concept that defines basic schematic design for development. The purpose of the plan is to:
(1) 
Evaluate the site’s natural condition, including vegetation, topography, drainage, surface, and subsurface factors affecting the site’s development;
(2) 
Determine building sites and the use, intensity, bulk, and height of structures to be constructed;
(3) 
Locate public streets and rights-of-way, and determine points of ingress and egress between the development and public streets, including median breaks and turn lanes;
(4) 
Determine primary routes of vehicular circulation and parking areas internal to the development;
(5) 
Delineate development phasing, if any; and
(6) 
Show any other site improvements planned.
(b) 
When the concept plan assures planning and zoning that the general layout will be acceptable, the applicant may proceed with more detailed engineering and design and submit a formal application with a site plan map and preliminary plat for site plan approval.

A completed application shall fulfill all requirements of divisions 2 and 3 of this article and be on forms obtained from the town clerk. The application shall be accompanied by payment of all fees and other charges, or evidence thereof. Procedures for filing, review, and times for action shall follow those steps as outlined in article 10.02 of this Code of Ordinances.

(a) 
The preliminary site development plan and preliminary plat presentation is a joint process. The submission, review, and approval procedures shall follow those steps outlined in article 10.02 of this Code of Ordinances.
(b) 
The purpose of the preliminary site plan is to:
(1) 
Ensure compliance with applicable development regulations and previously approved valid plans affecting development of the property;
(2) 
Determine the placement, configuration, coverage, size and height of buildings;
(3) 
Determine the design of public street improvements and right-of-way, and the design and location of drives, aisles, and parking;
(4) 
Determine location and preliminary design of open space, landscaping, walls, screens, and amenities;
(5) 
Determine the preliminary design of drainage facilities and utilities and all items required and submitted through the preliminary plat procedures and regulations; and
(6) 
Prepare a preliminary traffic impact analysis if needed.

Following the public hearing on the application, and in accordance with article 10.02 of this Code of Ordinances, the planning and zoning commission shall act to recommend for approval or disapproval of the application within 30 days of the filing date.

(a) 
This section applies to either new construction or enlargement of existing facilities.
(b) 
An application [fee] for nonresidential site plan review shall be paid according to the master fee schedule set forth in appendix A of this Code of Ordinances.
