(f) 
Rereads.
If a customer complains of the reading for water supplied, and demands a reread, the town will reread the meter. If it is found that the initial reading was correct, the customer shall pay a minimum charge of $10.00.
(g) 
Meter test for accuracy.
If a customer complains of the charges for water supplied, and demands that the meter on their premises be tested, the town will remove and test the meter. If it is found that the meter does not register in error more than 2% fast, the customer shall pay a minimum charge of $35.00 for a 3/4-inch meter and $75.00 for a one-inch meter and $100.00 for a two-inch meter, and larger meters will be billed at cost.
(h) 
Reconnection charge.
If service requires disconnection for nonpayment, the customer shall pay a charge of $35.00 during regular business hours as posted at town hall, and $100.00 during nonbusiness hours, in addition to the entire bill, to resume service to the account.
(i) 
Penalty.
(1) 
Utility payment.
A penalty of 10% or $10.00, whichever is greater, shall be assessed on any utility bill not paid within 15 days after its bill date.
(2) 
Fire hydrant reporting.
Fire hydrant unreported readings will result in a $100.00 nonrefundable charge.
(j) 
Deposits.
(1) 
Generally.
(A) 
Residential water: $150.00 (or letter of credit from previous municipal utility provider indicating two consecutive years of no late or delinquent payments).
(B) 
Residential water and sewer: $200.00 (or letter of credit from previous municipal utility provider indicating two consecutive years of no late or delinquent payments).
(C) 
Fire hydrant meter: $1,500.00.
(D) 
Nonresidential - water only: $125.00.
(E) 
Commercial - water/sewer: $500.00.
(F) 
Unincorporated commercial - water/sewer: $650.00.
(2) 
Habitual delinquency.
In the event of three or more delinquent bills in a 12-month period, a deposit of 1/6 the customer’s yearly average may be required in addition to the regular deposit requirement.
(k) 
Water taps.
For each new connection to the waterworks system, any customer shall make proper application to the town [and shall pay] a tapping fee equal to the cost of materials and labor in making an initial connection from the water main to the property line and of installation of the meter, meter box, fittings, and the like, which shall constitute a basis for tapping service fees. Tap fees shall be follows:
3/4-inch meter
$875.00 ($375.00 + $500.00 deposit)
1-inch meter
$1,075.00 ($575.00 + $500.00 deposit)
2-inch meter
$2,000.00 ($1,500.00 + $500.00 deposit)
(Only one deposit required per residential address.)
As a minimum, each customer shall be required to pay an amount equal to the total cost to the town for materials, labor, and all other expenses incurred in the installation of a water meter and for tapping services, even if the amount is in excess of the basic rates described above.
(l) 
Radio read fee.
For each new connection to the waterworks system, each new meter will be charged a minimum fee of $275.00 for radio read.
(m) 
Transfer fee.
A minimum fee of $25.00 shall be charged to any customer setting up water service.
(n) 
High use water conservation surcharge.
Residential water connections that use more than 50,000 gallons of water in any one month shall be assessed a surcharge of $3.80 for every 1,000 gallons over 50,000, which has been included in the rates identified above, except for special class (no surcharge applied). Commercial water connections that use more than 40,000 gallons of water in any one month shall be assessed a surcharge of $5.63 for every 1,000 gallons over 40,000, which has been included in the rates identified above.
(o) 
Flushing new water lines.
(1) 
First flushing prior to test: $200.00.
(2) 
Each subsequent flushing after failed test: $500.00.
(p) 
Water adjustments.
A leak adjustment will be considered after a customer submits a written application to utility billing within thirty (30) days of the repair. If the date of repair cannot be verified, an adjustment will not be made. The customer must provide evidence that the leak was repaired by a contractor or provide receipts for repair parts and an affidavit verifying that the customer repaired the leak themselves with purchased parts or parts on-hand. The customer must have six (6) months of consumption history - excluding months during which a leak occurred - to be considered for adjustment calculation. An adjustment may be made for a period of up to two consecutive months, including the month of repair, and only one leak adjustment per 18-month period shall be allowed. Any credit must exceed $250.00 after leak calculation to qualify for an account adjustment. While request is under review, customer must continue to pay as billed (excluding leak month(s)), maintaining account in good standing. Exhibit A to Ordinance 2024-01 provides an example of the leak adjustment calculation process.

(a) 
Residential users.
(1) 
Single-family: $45.05 per month for up to 1,000 gallons of water, plus $7.54 for each 1,000 gallons of water used, up to a maximum of 12,000 gallons. Water usage shall be based on the average number of gallons of water used per month during the three months from the previous December 15th to March 15th, or other appropriate billing period that most closely coincides with the previous three winter months. Customers who do not have a three-month winter average upon which to base an estimated sanitary usage shall be assessed on the actual number of gallons of water metered monthly.
(2) 
Without town water service: $129.73 per month.
(b) 
Commercial users.
$67.02 per month for up to 1,000 gallons of water metered plus $7.54 for each 1,000 gallons of water used.
