Portable storage units
means portable storage containers, including overseas shipping containers, cargo or freight containers, and PODS (portable on demand storage).
(a) 
Placement.
All portable storage units must be located:
(1) 
On a paved all-weather surface except for approved construction sites; and
(2) 
Completely off any and all public rights-of-way.
(b) 
Removal; maximum length of use.
(1) 
Portable storage units shall be removed from the property within thirty (30) calendar days from the date of initial installation, delivery, and/or construction.
(2) 
Upon request, one (1) extension, not to exceed thirty (30) days, may be approved by the city building official.
(c) 
Maximum cumulative days of use.
In no event shall the continuous or intermittent use of portable storage units exceed sixty (60) cumulative days during any twelve (12) month period.
(d) 
Storage units associated with construction project.
Portable storage units associated with an approved building construction project shall be permitted to remain on-site until the approval of the project's building final inspection or the master building permit's expiration date if less.
(e) 
General restrictions.
All portable storage units:
(1) 
Shall not be placed in locations that may cause hazardous conditions, constitute a threat to public safety, or create a condition detrimental to surrounding land uses and development;
(2) 
Shall be secured from entry by children and general public when not attended; and
(3) 
Shall not have hazardous material stored within the containers.
(f) 
Applicability to existing units.
All existing portable storage units within the city limits will be subject to the requirements of this article as of its effective date.
