There is hereby created and established the airport advisory board of the city.

(a) 
Said board shall be comprised of five (5) voting members, who will be appointed by the city council. The members of said board shall be residents of the city area.
(b) 
Each such member shall serve until a successor has been appointed, confirmed, and taken an oath prescribed for said office. The term of each board member will be renewed or replaced at the first meeting of each calendar year. The member of said board shall serve without compensation.

The board shall select from among its members a chairman, vice-chairman and secretary. Meetings of said board may be called by its chairman or by a majority of the members. It shall provide for its own rules of procedure.

The board shall exercise no executive power or authority, but is advisory only. Said board is hereby empowered and authorized to investigate and conduct studies relative to the development and needs of the airport of said city, including the use of the public facilities located at the same, and from time to time make recommendations to the city council relative thereto.
