(a) 
On the first meeting of the city council following the April 5, 1986, city elections, the board of aldermen shall draw lots to determine which two aldermen shall serve a two-year term of office along with the duly elected mayor.

The remaining aldermen shall serve an initial term of one year and thereafter shall serve two-year terms.

At the first meeting of the board of aldermen after each annual city election, the city council shall elect one alderman to serve as president pro tempore for a term of one year. The president pro tempore shall perform the duties of the mayor in the absence of the mayor or in the event the mayor fails, refuses or is unable to act.

Generally, if the mayor is absent and the mayor pro tem presides over the meeting, the mayor pro tem does not lose the power to vote. If the mayor pro tem and two (2) aldermen are present, there is a quorum. If the mayor and mayor pro tem are absent, and there are three (3) aldermen, one (1) of the aldermen should be appointed at the beginning of the meeting to preside over the meeting. The alderman chosen to preside also does not lose the power to vote. Any time there are three (3) aldermen, this is considered a quorum. The mayor is not considered an alderman.
