Whosoever shall deposit or throw on any public grounds or street
any garbage, trash, rubbish or refuse of any kind or any other material
of any nature whatsoever, except in places designated by the proper
authorities, shall be deemed guilty of a violation.

(a) It
shall be unlawful for any person to set up any awning post on any
street or on any sidewalk or to suspend or put up any awning, sign,
sample, or other article less than eight (8) feet above the sidewalk
or to suspend, put, or place any sign, signbox or fixture of any kind
which extends over or is located on any sidewalk so as to obstruct
a full and free passage over the sidewalk or that portion adjoining
the store, house, or other premises controlled by that person.
(b) The provisions of this section shall not apply to any merchant, restaurateur, grocer, or proprietors of other commercial establishments while receiving or sending away any package or merchandise, if the same does not occupy more than one-half (1/2) the width of the sidewalk and does not remain more than three (3) hours, nor when such person is in compliance with section
8.03.003, nor to any sign extending over or across a sidewalk if the same is over eight (8) feet from the surface of the sidewalk and is securely suspended.

It shall be unlawful for any person, at any time, to display
for sale or to place tables, chairs, display cases, or other facilities
on any street, or on a sidewalk in such a way that free passage over
the sidewalk is obstructed or in any matter that is aesthetically
displeasing to citizens or passersby, or to store or leave such facilities
on the sidewalk overnight. Merchants, restaurateurs, grocers, and
proprietors of commercial establishments located on and along sidewalks
shall be allowed to place or display merchandise, or to place tables
and chairs, such as for an outdoor cafe or similar facilities, on
the sidewalk immediately adjacent to or in front of the person’s
establishment during hours of operation of the establishment, provided
that at least thirty-six (36) inches, and in no event less than the
width necessary for free passage of a wheelchair, of open space on
the sidewalk next to such merchandise, table, chair, display, or other
facility is maintained, and provided further that doing so does not
interfere with vehicular traffic, and does not create bottlenecks
or traffic jams along or adjacent to such sidewalk or in a street.
It shall be a violation of this section if such merchandise, display,
or facilities are placed upon any portion of a sidewalk in such a
way that, in the opinion of a reasonable person, is disorderly or
unattractive or which constitutes an eyesore.

It shall be unlawful for persons to crowd or congregate upon
the streets or sidewalks of the city so as to obstruct free passage
in, upon or along the same and fail to desist therefrom and disperse
when commanded to do so by any police officer.

It shall be unlawful for any person to place or cause to be
placed, or paint or cause to be painted, upon any sidewalk or street
within the city, any sign or notice.

It shall be unlawful for any person to dig, install or maintain
any vault in or beneath any street or sidewalk unless such vault is
covered and the grating or cover is secured in such manner as to prevent
persons, animals and vehicles from falling into the vault.
