Any public utility company making use of the streets, parks,
alleys, rights-of-way or any other property of the city for utility
poles, lines or piping shall pay to the city the amount as required
by the city council by franchise, contract or agreement.

It shall be unlawful for any person or employee of any business
or corporation to attach or affix any kind of electrical wires, telephone
wires, ground wires or cables to any water utility line belonging
to or serviced by the city.
