This article shall be known as the "City of Pottsville Blighted Property Review Committee Ordinance."
This article may be cited as the "City of Pottsville Blighted Property Review Committee Ordinance."
The City Council hereby creates the City of Pottsville Blighted Property Review Committee pursuant to the Urban Redevelopment Law of the Commonwealth of Pennsylvania, 35 P.S. § 1701 et seq.

A. 
The City Council shall appoint five members to this duly organized committee. Membership shall include at least one member of City Council, one member of the Redevelopment Authority of the City of Pottsville, one member of the City of Pottsville Planning Commission, and two additional members to be designated by City Council. These two additional members shall be residents of Pottsville and may also be members of City Council, the Redevelopment Authority of the City of Pottsville, the City of Pottsville Planning Commission, or the Schuylkill County Municipal Authority.
B. 
The term of office of members shall be five years, except that the terms of the members first appointed by this section shall be so fixed that the term of one of the members shall expire one year from the effective date of this section, the term of one member shall expire two years from the effective date, the term of one member shall expire three years from the effective date, the term of one member shall expire four years from the effective date, and the term of one member shall expire five years from the effective date. In the event of vacancies, City Council shall appoint a member to fill the unexpired term. Members whose terms have expired shall hold office until the successors have been appointed.
The Blighted Property Review Committee and any records generated by same shall be part of City government and administered by the Mayor and City Administrator.
The City Council may, in its sole discretion, allocate any funds necessary to accomplish the purposes of the Blighted Property Review Committee as stated in the Urban Redevelopment Law of the Commonwealth of Pennsylvania, 35 P.S. § 1701 et seq.
