For the purpose of this article, the following terms or words used herein shall be interpreted as follows:
MULTIPLE-FAMILY DWELLING
A permanent building or portion thereof used primarily for human habitation and providing separate living accommodations for three or more persons or families.
TWO-FAMILY DWELLING
A permanent building or portion thereof used primarily for human habitation and providing separate living accommodations for two or more persons or families.
A. 
Every owner of a two-family dwelling shall be responsible for maintaining in good order and repair a trash receptacle or trash receptacles sufficient to accommodate the deposit therein of all trash, garbage and rubbish of all occupants of said two-family dwelling and to maintain same in a location on the property suitable and convenient for outside pickup and removal by a trash disposal person, firm or corporation who is regularly engaged in the disposal of such trash, garbage and rubbish. For purposes hereof, each said trash receptacle shall, as a minimum, be constructed of metal or plastic, have a lid thereon, and shall have a capacity of not less than 30 gallons.
B. 
Every owner of a multiple-family dwelling shall be responsible for maintaining in good order and repair a trash receptacle or trash receptacles sufficient to accommodate the deposit therein of all trash, garbage and rubbish of all occupants of said multiple-family dwelling and to maintain same in a location on the property suitable and convenient for outside pickup and removal by a trash disposal person, firm or corporation who is regularly engaged in the business of disposing of such trash, garbage and rubbish. For purposes hereof, each said trash receptacle shall be of the "dumpster" type, be constructed of metal, have a "hinge-lid" thereon, and shall have a capacity of not less than one cubic yard.
C. 
The occupants of each two-family dwelling and multiple-family dwelling shall deposit their own respective trash, garbage and rubbish in the aforesaid trash receptacles.
D. 
Every owner of a two-family dwelling and/or a multiple-family dwelling shall be responsible, on a weekly basis, to have such trash receptacles emptied and such trash, garbage and rubbish removed from such owner's property and properly disposed of by a trash disposal person, firm, or corporation who is regularly engaged in the business of disposing of such trash, garbage and rubbish.

Any person violating any of the provisions of this article shall for each offense, upon conviction thereof, be fined in an amount not less than $75 nor more than $750 for each separate offense; and a separate offense shall be deemed committed on each day during or on which a violation or failure occurs or continues.

A. 
No burn barrels or trash receptacles shall be placed on any Village street, boulevard, or other property owned by the Village except alleys and except as otherwise set forth in Subsection B of this section, unless approved by the Village Board.
B. 
Burn barrels and trash receptacles will be allowed on Village streets, boulevards, and/or other Village property on those normal trash pick-up days by a commercial trash hauler. At all other times, the location of burn barrels and trash receptacles shall be governed by Subsection A of this section.
C. 
Any person, corporation, or other entity in violation of this section will be deemed guilty of creating a public nuisance as defined and set forth in Chapter 199 of this Code and shall, upon conviction thereof, be fined according to Chapter 1, Article III, General Penalty, of the Village Code.
