(a) 
There is hereby levied upon each dog and/or cat more than six (6) months of age which is kept or maintained by the owner or custodian thereof in the corporate limits of the city an annual license fee in the applicable amount set forth in section 2.05.006(1) of this code, which is due before the first day of May of each year from which it is paid.
(b) 
The animal control warden of the city shall be authorized to receive dog and/or cat license fees and issue dog and/or cat licenses. He shall issue no license until the following requirements are met:
(1) 
The owner or custodian of the dog and/or cat to be licensed must present to the animal control warden a certificate from a veterinarian, licensed to practice veterinary medicine in the state, showing that such dog and/or cat has been lawfully vaccinated against rabies and that such vaccination is current;
(2) 
The owner or custodian of the dog and/or cat to be licensed must pay the license fee set out in subsection (a) of this section; and
(3) 
The owner or custodian of the dog and/or cat to be licensed must complete a license application upon forms provided by the animal control warden, stating the owner’s or custodian’s name and address, and the name, breed, color and sex of the dog and/or cat to be licensed.
(c) 
Upon completion of all requirements of subsection (b) of this section, the animal control warden shall issue to the owner or custodian a license certificate and a metallic tag for each dog and/or cat so licensed. The metallic tag shall have stamped thereon the year for which it was issued and a number corresponding to the number of the license certificate.
(d) 
Dog and/or cat license certificates and metallic tags shall not be transferable from one dog and/or cat to another.
(e) 
The animal control warden of the city shall not be authorized to refund any dog and/or cat license fee because of the death of the dog and/or cat or because the owner or custodian of the dog and/or cat either has left, or will leave, the city before the expiration of the license period.

A person commits an offense if he knowingly or intentionally permits or allows any dog and/or cat which he owns, or of which he has custody or control, more than six (6) months of age to be at large within the corporate limits of the city without having a rabies tag and city dog and/or cat license tag securely attached to a collar or harness that is securely attached to the dog and/or cat.

A person commits an offense if he knowingly or intentionally transfers a license tag or rabies tag from the dog and/or cat for which such tag was issued to any other dog and/or cat.

The animal control warden of the city, or any of the animal control officers or designated law enforcement officer while on duty, shall be authorized to seize and impound all dogs and/or cats found running at large upon any public highway, street, alley, court, square, park, sidewalk or any other public property within the corporate limits of the city, or any unfenced lot, tract, or parcel of land within the corporate limits of the city, subject to the other provisions of this article.

A person commits an offense if he knowingly or intentionally refuses to deliver any unlicensed or unvaccinated dog and/or cat to the animal warden, any of his deputies, or any designated law enforcement officer while on duty upon demand for impounding.

(a) 
If there is no license tag for the current year attached to any dog and/or cat impounded and such dog and/or cat has not been redeemed by its owner/keeper within three (3) days from the time of its impoundment, such dog and/or cat shall be subject to the procedure set forth in section 2.01.009 of this chapter.
(b) 
The owner/keeper of any unlicensed impounded dog and/or cat may redeem such dog and/or cat in accordance with the provisions of section 2.01.009.
