Garbage collector.
The garbage service contracted by the city, to remove garbage and other trash.
Kitchen garbage.
Is meant to describe all dry kitchen refuse, meat, vegetable and fruit refuse, small dead animals and dead fowl, from any premises within the city limits.
Premises.
Shall be taken to mean residences, business houses, boarding houses, offices, theaters, hotels, restaurants, cafes, eating houses, tourist courts, apartments, sanitariums, hospitals, rooming schools, within the city limits where garbage, trash or rubbish accumulate in ordinary quantities.
Rubbish.
Is meant to describe tin cans, bottles, glass, scraps of tin, iron, wire or any other metals from any premises within the city limits.
Trash.
Is meant to describe paper of all kinds, rags, old clothing, paper containers, old rubber, pieces of wood, boxes, from any premises within the city limits.

The owner, occupant or leasee of every residence within the city shall be required to place all garbage and trash in receptacles required by this article and the same shall be collected by the contractor for which service the said owner, occupant or leasee shall be billed at the rates established in section 13.03.015, as long as such residence is occupied or city water service is connected intact.

It shall be the duty of every person owning, occupying, leasing, or renting any residence, or any place where kitchen garbage or dry kitchen refuse accumulates to provide a portable garbage can or cans with two handles and a tight fitting cover of a capacity not more than 33 gallons and the daily accumulation of kitchen garbage and dry kitchen refuse shall be placed in such cans.

It shall be the duty of every person owning, managing, operating, leasing or renting any premises to place all trash or rubbish from such premises in boxes, portable cans, plastic or paper trash bags or other portable containers, provided that the gross weight shall not exceed 60 pounds.

The lids, garbage cans and other receptacles shall be kept in a sanitary condition and closed tightly at all times so that flies and other insects may not have access to the refuse contained therein and shall only be removed while emptying additional garbage or refuse therein, or while the garbage collector or person authorized in removing such garbage or unloading same for disposal. The contents of all receptacles shall be so protected that the wind cannot blow out and scatter same over the streets, alleys and premises of the city.

The owner, occupant, or leasee of such premises as defined in section 13.03.002 shall at all times keep and maintain such cans and receptacles at the rear of the lot or premises abutting on the alley or in such cases where alleys are not provided or alleys are not passable, cans and receptacles must be placed at the front of the lot or premises abutting the street.

Any person desiring to place tree trimmings or hedge cuttings for collection shall cause the same to be securely tied in bundles not heavier than 75 pounds nor more than 4 feet in length and 18 inches in diameter. These shall be placed with the garbage and trash for pickup at the regular time for collection. If more than three bundles are placed for pickup at any one time, an additional fee shall be charged at the rate individually contracted with the garbage service.

(a) 
City service for commercial establishments.
The owner, occupant or leasee of every commercial establishment within the city who desires city garbage collection shall be required to place all garbage and trash in receptacles required by this article and the same shall be collected by the contractor for which service the said owner, occupant or leasee shall be billed at the rates established in section 13.03.015, as long as such establishment is occupied or city water service is connected intact.
(b) 
Commercial establishments shall provide suitable containers for their particular needs provided, however, that no container shall be larger than 33-gallon capacity. Each commercial establishment shall be limited to five receptacles. These shall be subject to the approval of the city council and may not be used unless acceptable to them.

Garbage containers that have deteriorated to the extent of having jagged or sharp edges capable of causing injury or harm to the garbage collector or to such an extent that the lids will not fit securely or that have rotted out so as to leak will be condemned by the city.

Rock, waste, building materials, or other trash resulting from construction or remodeling or from a general clean-up of vacant or improved property or from sizable amounts of trees, brush or debris cleaned from property will not be removed by the garbage contractor as a regular service but may be done for the owner for payment of an extra fee as stated in section 13.03.007.

The owner or possessor of any animal which may die within the city limits shall, within 24 hours after death of such animal, cause the carcass to be removed beyond the city limits at his own expense.

The placing of kitchen garbage, trash or rubbish or material in any street or alley within the city limits is prohibited. Any owner, occupant or leasee found to be in violation of this article will be subject to a fine of not more than $200.00.

The city council shall set the charges and rates for collection of said garbage, trash, and rubbish as may be deemed necessary by said council.

All sanitary service charges shall be due monthly on the date stamped upon bills rendered and must be paid at the city office 15 days after such time and if not paid within such time the city shall have the right to shut off the water from such premises and water service shall not be turned on again until the bill has been paid in full, including an additional customary charge for disconnecting and turning water on as required by the water rate ordinance.
