(a) 
That certain document, three (3) copies of which are on file in the office of the city secretary and the city, being marked and designated as Standard Plumbing Code, including all appendix chapters, as published by the Standard Code Council, is hereby adopted as the code of the city for regulating the design, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems in the city and providing for the issuance of permits and collection of fees therefor, and each and all of the regulations, provisions, conditions and terms of such Standard Plumbing Code, 1997 edition, published by the Standard Code Council, on file in the office of the city, are hereby referred to, adopted and made a part hereof as if fully set out in this section.
(b) 
To the extent article 13.06 of the Code of Ordinances conflicts with this section, article 13.06 controls.
