There is levied upon each dog and cat more than four (4) months of age, which is kept, harbored, or maintained by the owner thereof in the city an annual license fee of five dollars ($5.00) for male dogs and cats and five dollars ($5.00) for female dogs and cats, which license fee is due before the last day of June of each year. Dog and cat licenses shall be issued by the city secretary or her designee upon the payment of the license fee after application made upon printed forms provided for such purpose, which application shall state the name and address of the owner of such dog or cat and the name, color, breed and sex of the dog or cat that is being licensed.

Upon the payment of the fee, the city secretary or designee shall issue the owner a license certificate and tag for each dog or cat so licensed. No license or license tag will be issued for any dog or cat until the owner shall have obtained and presented a certificate from a veterinarian, licensed to practice veterinary medicine in the state, that such dog or cat has been vaccinated for rabies during the calendar year for which the license is applied for. Dog or cat tags shall not be transferable from one dog to another or from one cat to another and no refund shall be made for any dog or cat license fee because of the death of the dog or cat or the owner leaving the city before the expiration of the license period.

It shall be unlawful for any person to maintain or to keep a dog or cat more than four (4) months of age on any premises within the city unless such dog or cat wears a collar or harness securely attached to its body to which shall be securely attached a current city license tag and a tag issued for such dog or cat by a licensed veterinarian, licensed to practice veterinary medicine in the state, showing that the dog or cat has been vaccinated against rabies within the calendar year.
The provisions of this section shall not apply to dogs or cats less than four (4) months of age.

The city council is hereby authorized to contract with one or more licensed veterinarians for animal vaccinations and issuance of tags, and may compensate such veterinarian or veterinarians on such basis as the city council deems appropriate.
