City.
The City of Plains, Texas.
City Clerk.
The overseer of collections and accounts of the departments or his/her authorized representative. The city clerk shall be appointed by the city administrator with the approval of the city council.
Code Officer.
The designated city employee, or other person authorized by the city administrator or city council, charged with the administration and enforcement of any building, plumbing, or gas, codes. This code officer is also charged with assuring compliance with the zoning ordinances of the city.
Consumer.
The party using the service.
Customer.
The party in whose or which name the account is established.
Department.
The joint utility system.
Joint Utility System.
The water system, the sewer system, and the trash collection and disposal system of the city.
New Commercial Facility.
A structure designed and constructed as a place where business is conducted, processed, or handled, and is a place used by the public.
New Home.
A structure designed, constructed, and framed of component structural parts. The structure is strictly for supporting, sheltering, or housing people.
Owner.
The legal or equitable owner of the real property receiving service.
Service.
The sale or supply of water, sewer collection, natural gas, trash collection and disposal by the city to customers or consumers.
Service Unit.
A unit in each service location that is under separate ownership, occupancy, or lease including each owner, tenant, or occupant utilizing a portion of a single building or location.

(a) 
The following rules of service, to the extent not in conflict with existing standards lawfully established, shall apply to the joint utility system and to all residential, governmental, and commercial customers of the city.
(b) 
These rules of service are subject to cancellation, modification, amendment, or substitution in whole or in part by the city council for the city at any regular or called meeting.
