(a)
There is hereby created for the operation of the water system, sewer system, gas system, and the refuse collection and disposal system a joint utility system. The joint utility system shall be administrated by the city administrator, who shall use such employees as may be necessary for the proper operation of the joint utility system.
(b)
The joint utility system is hereby authorized to promulgate rules and regulations approved by the city council and not in conflict with this article and the laws of the state and the United States of America.
