(a)
It shall be unlawful for any person, by any means or in any manner, to cause a gas or water meter to incorrectly register. It shall be further unlawful for any person to tamper with or in any manner damage or destroy such meters or registering devices.
(b)
It shall be unlawful for any person to tamper with any gas or water main, fire main, gas meter, water meter, sewer line, garbage bin, or to make any connection to the gas, water, and sewer system, or to use a garbage bin except as provided for in this article or any other policies or procedures of the city, or by special permission of the city. It shall be unlawful for any person to reconnect service when it has been discontinued for any reason.
