(a)
It shall be unlawful for any person to remove, destroy, injure, deface, or in any way harm any gas pipe, water pipe, hydrant, faucet, valve, meter or meter box, installed by the city for its use or the use of the public.
(b)
It shall be unlawful for any person to take gas, water, or sewer service from the joint utility system without the proper authority to do so.
