ARTICLE 13.2400 RATES

Rates for all services by the joint utility system shall be reasonable and just. There shall be charged against all purchases of services such rates and amounts as shall be adequate to produce revenues to pay the annual operation and maintenance expenses of the joint utility system as well as the proper and necessary allowances for depreciation, and any additional amount required for the retirement of any and all bonds or other obligations payable from the revenues of the joint utility system including reasonable reserves as defined by the city council or required by any lending or bonding agent.
