(a) 
It shall be unlawful for any person to step upon or to drive any vehicle upon or across any fire hose of the fire department of the city while the hose is being used in fighting fire, while lying in the street, sidewalk or private property, whether it is under water pressure or not, or while drained, or while being used for practice purposes.
(b) 
It shall be unlawful for any person or persons to interfere in any manner with the firefighters of the city while the firefighters are en route to a fire or while the firefighters are engaged in fighting the fire.
