(a) 
All secondhand metal dealers in the state must abide by the criteria as so stated:
(1) 
Must report their buys of regulated material to the city and the state department of public safety.
(2) 
Proper information provided by the seller, whereas the secondhand dealer or the dealer’s agent will and shall visually verify the accuracy of the identification presented to [by] seller at the time of purchase of regulated material.
(3) 
Record of purchase in detail by keeping an accurate and legible written report of any purchases made in the course of the dealer’s business from an individual.
(4) 
Retention of records.
(b) 
All secondhand dealers are to comply with all law enforcement entities by furnishing to law enforcement entities the following:
(1) 
The inspection of records.
(2) 
Placement of records on hold as needed by a peace officer.
(3) 
Prohibited acts; purchases from a minor, restrictions.
(4) 
Criminal penalties (class C misdemeanor).
