(a)
The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, unless otherwise provided in this chapter, and the speed limit on all streets within the city, unless otherwise designated by traffic signs, shall be thirty (30) miles per hour, and it shall be unlawful for any person to operate a vehicle at a rate of speed in excess of such limit.
(b)
The chief of police is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within any district or at intersections, and shall erect appropriate signs giving notice thereof.

(a)
The chief of police is hereby authorized to designate zones upon streets adjacent to and near both public and parochial schools as school zones. The chief of police shall cause traffic signs showing applicable speeds in such areas to be installed.
(b)
Between the hours of 7:30 a.m. and 4:30 p.m. on any day when children are required to be in attendance at school, the maximum reasonable and prudent speed limit within any school zone so designated shall be fifteen (15) miles per hour, and between such hours on any such day it shall be unlawful for any person to drive or operate a vehicle within such zone at a greater rate of speed than fifteen (15) miles per hour, except as otherwise provided in section 12.04.074.

It shall be unlawful for any person to operate a vehicle in or upon any alley in the city in excess of ten (10) miles per hour. For the purposes of this section, an “alley” shall be defined as the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel, having no legal or official name and of twenty (20) feet or less in width.

(a)
East Main Street.
A speed limit of forty (40) miles per hour shall apply to traffic upon East Main Street, from the easternmost city limits to its intersection with Over Pass Road, and it shall be unlawful for any person to drive any vehicle at a rate of speed in excess of such limit.
(b)
U.S. Highway No. 77.
The speed limit for vehicles operated in and along the following portions of U.S. Highway No. 77 shall be as herein prescribed, and it shall be unlawful for any person to operate a vehicle at a rate of speed in excess thereof:
(1)
From the northern city limits to a point of .39 miles north of State Highway 44 (SH 44) westbound, the speed limit is seventy (70) miles per hour.
(2)
From a point of .39 miles north of SH 44 westbound for a distance of .91 miles the speed limit is sixty (60) miles per hour.
(3)
From a point of 1.3 miles south of SH 44 westbound to a point of 2.27 miles south of SH 44 eastbound, the speed limit is fifty-five (55) miles per hour.
(4)
From a point 2.27 miles south of SH 44 eastbound to the southern city limits, the speed limit is seventy (70) miles per hour.
(c)
Loop No. 295 (U.S. 77 Business Route).
The speed limit for vehicles operated on Loop No. 295, U.S. 77 Business Route, shall be as herein prescribed, and it shall be unlawful for any person to operate a vehicle at a rate of speed in excess thereof:
(1)
From the intersection of Loop 295 (U.S. 77 Business Route) and U.S. Highway No. 77 near the north city limits to a point 0.10 mile south, 50 miles per hour.
(2)
From a point 0.10 mile south of the intersection of Loop 295 and U.S. Highway No. 77 to a point 0.75 mile south of the intersection of Loop 295 and Highway No. 77, 40 miles per hour.
(d)
State Highway No. 44.
The speed limit for vehicles operated in and along the following portions of State Highway No. 44 shall be as herein prescribed, and it shall be unlawful for any person to operate a vehicle at a rate of speed in excess thereof:
(1)
Beginning at the east city limit to a point 0.729 mile west of the east city limit, 55 miles per hour.
(2)
From a point 0.729 mile west of the east city limit to a point 0.940 mile west of the east city limit, 50 miles per hour.
(3)
From a point 0.940 mile west of the east city limit to a point 1.199 miles west of the east city limit, 40 miles per hour.
(4)
From a point 1.199 miles west of the east city limit to a point 2.227 miles west of the east city limit: This zone is covered by subsection (b) hereof.
(5)
From a point 2.227 miles west of the east city limit to a point 2.984 miles west of the east city limit, 40 miles per hour.
(6)
From a point 2.984 miles west of the east city limit to a point 3.409 miles west of the east city limit, 45 miles per hour, except that portion signed for school zone at thirty miles per hour, when flashing.
(7)
From a point 3.409 miles west of the east city limit to the west city limit, 50 miles per hour, except that portion signed for school zone at thirty-five miles per hour when flashing.
(e)
Loop Highway No. 296, State Highway No. 44 Business Route.
The speed limit for vehicles operated on Loop Highway No. 296, State Highway No. 44 Business Route shall be as follows, and no person shall operate a vehicle at a rate of speed in excess thereof:
(1)
Beginning at the west city limit to a point 0.226 mile east of the west city limit, 40 miles per hour, except when signed for school zone at 25 miles per hour.
(2)
From a point 0.226 mile east of the west city limit to a print 0.245 mile east of the west city limit, 35 miles per hour, except when signed for school zone at 25 miles per hour.
(3)
From a point 0.245 mile east of the west city limit to a point 0.589 mile east of the west city limit, 35 miles per hour.
(f)
FM Highway No. 1889.
The speed prescribed for all motor vehicles in and along FM Highway No. 1889 shall be as follows:
(1)
Beginning at the north city limit to a point 0.290 mile south of the north city limit, 50 miles per hour.
(2)
From a point 0.290 mile south of the north city limit to a point 0.628 mile south of the north city limit, 45 miles per hour.
(3)
From a point 0.628 mile south of the north city limit to S.H. 44 in the city, 40 miles per hour.
