Any person, or group of persons, firm, corporation, establishment, or institution who shall violate any provision of this article shall be charged as a misdemeanor and shall, upon conviction, be fined in accordance with the general penalty provided in section 1.01.009 of this code.

No residence, institution, factory, catering establishment, reservoir, or any business shall use, dispense or supply water for human consumption unless the production, processing, treatment, and distribution is at all times under the supervision of a competent waterworks operator holding a valid certificate of competency under the direction of the state commission on environmental quality.

Any physical connection between the water distribution system and that of any other water supply is forbidden and prohibited unless such other water is of a safe, sanitary consumption quality and such interconnection is or can meet and be approved by the water consumption requirements of the state department of health.
