There is established a fleet management program for the acquisition
of rolling stock for the city.

The director of the fleet management program shall be the city
administrator or his appointee.

The director shall manage the fleet management program and shall
have the following powers and perform the following functions:
(1) Manage
the preparation of the annual budget for the program; authorize appropriate
expenditures and carry out the adopted budget; develop and manage
programs, and undertake authorized activities.
(2) Establish
a system of prices, rates and allocations, and charge city departments
for the vehicles and other rolling stock furnished to such departments
and for services provided by the fleet management program in amounts
sufficient to provide for the acquisition of vehicles and other rolling
stock in the city’s fleet and operation of the fleet management
program.
(3) Manage
the acquisition of rolling stock in the fleet management program,
whether by purchase or lease, subject to approval by city council.
(4) Perform
other functions and execute such other powers as may be prescribed
from time to time by city council.

There is hereby created a new fund, to be entitled the rolling
stock fund, for the purpose of accounting for the fleet management
program.
