(a) No
building or structure or part therefor shall be hereafter constructed,
erected, altered, demolished, moved, or placed within the city unless
all appropriate permits to comply with this article and the building
codes referred to herein shall have first been issued for such work.
No permit shall be issued by the city for the building or for the
installation of the city’s water and wastewater services or
a private sewage facility upon any lot in a confirming plat for which
a final plat has not been approved by the city and filed for record,
or upon any lot in which the standards contained in the city’s
ordinance, as amended, or referred to therein have not been complied
with in full. No site clearance, excavation, grading, or landfill
on public or private land shall commence unless all applicable permits
shall have first been issued for such work.
(b) Any
owner may make minor improvements and ordinary repairs on any structure
without a permit that such improvements and repairs conform to all
applicable building laws and codes. The code compliance officer shall
have the right to inspect all such improvements or repairs and determine
whether a permit is necessary.
(c) Fees
for permits and inspections shall be as adopted by the city council.
(d) It
is the responsibility of the homeowner/property owner to obtain the
permit and confirm the contractor’s insurances, warranties,
licenses, and bond. It is illegal for the city to require validation
of the third party contractors per TML regulations.
(e) Commencement
of any work for which a permit is required prior to the issuance of
the required permit shall be unlawful.
(Ordinance adopting Code)
(a) Inspection.
All plumbing and electrical materials installed
in any new house moved into the city limits shall be uncovered and
plainly visible to the city plumbing and electrical inspectors.
(b) Compliance with city ordinances.
All plumbing and electrical
materials installed in any new house moved into the city limits shall
be in compliance with all ordinances of the city.

Any fence surrounding land, a lot or lots, or any dwelling house,
business house, shed, barn, coal house or outbuildings of any description
extending into or obtruding upon any part of any street or alley inside
the city limits is prohibited.
