No side-loading garbage container provided by the city, or by any person or business entity providing such containers, shall be filled with tree limbs, tree leaves, brush, grass clippings, roof material, construction materials, concrete, brick, stone, dirt or soil, stoves, refrigerators, water tanks, washing machines, or other similar bulky materials.

Any allowable garbage placed in side-loading containers shall be no more than four (4) feet in length.

It shall be unlawful for any person to burn garbage, leaves, tree trimmings, or other refuse within the city limits without the prior written consent of the city fire marshal. Under no circumstances shall any person burn or cause to ignite the refuse contained in any garbage or refuse container provided by the city, or by any person or business entity which provides such containers.

It shall be unlawful for any person, firm, or corporation to remove any garbage, trash, debris, waste material, or any other item or items from the city recycling center.

(a) 
Offenses.
It is unlawful for any person, corporation, company, or other entity that does not pay the city for refuse service and whose residence is situated outside the city limits to dump garbage or any waste material within the city limits. Authorized persons, for the purpose of this section, are those who pay a monthly fee for use of city sanitation services.
(b) 
Penalty.
Any person, corporation, company, or other entity violating the provisions of this section shall, upon conviction, be fined in accordance with the general penalty provided in section 1.01.009 of this code. Each and every violation shall constitute a separate and distinct offense.

There will no longer be free dumping at the citizens convenience center with a paid utility bill. All residents and nonresidents will pay the appropriate fee at the gate.

Any resident who does not pay the city for refuse service and [persons] whose residence is situated beyond the corporate limits of the city may use the city’s convenience center upon payment of the appropriate fee.

The controlled removal of waste materials or the uncontrolled, unauthorized removal of materials at any point in the solid waste management system is not permitted.

There will be no charge for tree limbs deposited at the citizens convenience center when properly placed as directed by the attendant on duty. This no-charge policy applies to both residents and nonresidents alike. There will be a fee charged for any person, firm or corporation that clears, removes, cuts or trims trees or shrubs for profit.

In emergency situations such as floods or high winds, including tornados, the mayor or superintendent for the city or their designee is hereby authorized to waive fees for cleanup of debris caused by said emergency. The waiving of fees shall be subject to oversight and review by the city at the first regular or called meeting of the city council following such emergency.
