Pursuant to Section 11 of the Uniform Fire Safety Act (P.L.
1983, c. 383), the New Jersey Uniform Fire Code shall be enforced
locally within the established limits of Fire Districts No. 1 and
No. 2, Aberdeen Township.

The local enforcing agency shall be the respective Bureau of Fire Prevention established by the Board of Fire Commissioners of Fire Districts No. 1 and No. 2 within the limits established by ordinance. (See subsections
14-2.1 and
14-2.2 of this Code)

The local enforcement agencies shall enforce the Uniform Fire
Safety Act and the Uniform Fire Code and regulations adopted under
it in all buildings, structures and premises within the established
boundaries of their Fire Districts, other than owner-occupied one
and two-family dwellings, as follows:
a. Fire District No. 1: Beginning at the Matawan Creek where the same
is intersected by the westerly line of State Highway Route No. 35
running thence (1) southeasterly along the westerly side of State
Highway Route No. 35 to the boundary line of the Borough of Keyport;
thence (2) following the boundary line in the Borough of Keyport southerly
to Lloyd Road; thence (3) along Lloyd Road to Line Road; thence (4)
along Line Road along the boundary lines of Hazlet Township and Holmdel
Township to the Marlboro Township line; thence (5) northwesterly along
the Marlboro Township line to the boundary line of the Borough of
Matawan; thence (6) generally northerly and generally easterly the
several courses along the boundary line of the Borough of Matawan
to Matawan Creek; thence (7) along Matawan Creek in a generally northeasterly
direction to the place of beginning.
Beginning at the corner common to the Township of Aberdeen and
the Township of Marlboro and in the easterly outline of the Township
of Old Bridge, County of Middlesex, State of New Jersey; thence (1)
northeasterly along the boundary line of the Township of Old Bridge,
County of Middlesex, to its intersection with the Borough of Matawan
at the Matawan-Old Bridge Road; then (2) southeasterly and southerly
along the boundary line of the Borough of Matawan its several courses
to the northerly boundary of the Township of Marlboro; thence (3)
westerly along the boundary line of the Township of Marlboro to the
place of beginning.
b. Fire District No. 2: Beginning at the Matawan Creek where the same
is intersected by the westerly line of State Highway Route No. 35;
running thence (1) southerly along Matawan Creek to the boundary line
of the Borough of Matawan; thence (2) westerly and northwesterly along
the boundary line of the Borough of Matawan to the boundary line of
the Township of Old Bridge in the County of Middlesex; thence (3)
northeasterly along the boundary line of the Township of Old Bridge
and Whale Creek to Raritan Bay; thence (4) easterly and southeasterly
along the shore line of Raritan Bay to Matawan Creek; thence (5) southwesterly
along Matawan Creek to the point or place of beginning.

Each local enforcing agency established by subsection
14-1.2 above shall carry out the periodic inspections of life hazard uses required by the Uniform Fire Code on behalf of the Commissioner of Community Affairs.

Each local enforcing agency established by subsection
14-1.2 above shall be a part of the Fire District and shall be under the supervision of the Board of Fire Commissioners. Such funds as may be necessary to support the operations of the agency shall be appropriated to the Fire District each year or shall be raised by the district in the manner provided by law.

a. Appointment of Fire Official. Each local enforcing agency shall be
under the direct supervision of a Fire Official who shall be appointed
by the Board of Fire Commissioners of fire districts No. 1 and No.
2, respectively.
b. Term of Office. The Fire Official shall serve for a term of four
(4) years.
c. Inspectors and Employees. Such inspectors and other employees as
may be necessary in the local enforcing agency shall be appointed
by each Board of Fire Commissioners upon the recommendation of the
Fire Official.
d. Removal from Office. Inspectors and other employees of the enforcing
agency shall be subject to removal by their respective Board of Fire
Commissioners for inefficiency or misconduct. Each inspector or employee
to be so removed shall be afforded an opportunity to be heard by the
appointing authority or a designated hearing officer.

All appeals shall be made to the Monmouth County Construction
Board of Appeal.

In addition to the inspection and fees required pursuant to
the Act and the regulations of the Department of Community Affairs,
the following additional inspections and fees shall be required:
Ord. No. 15-1978 — Smoke Alarm — Fee
shall be paid to inspecting fire districts:
1. Requests for a CSACMAPFEC received more than 10 business days prior
to the change of occupant: $45;
2. Requests for a CSACMAPFEC received four to 10 business days prior
to the change of occupant: $90; and
3. Requests for a CSACMAPFEC received fewer than four business days
prior to the change of occupant: $161.
Ord. No. 15-1979 — Certificate of Occupancy;
Commercial and Industrial — shall be forty ($40.00)
dollars to the Township of Aberdeen.

In addition to the registrations required by the Uniform Fire
Code, the following non-life hazard uses shall register with the Bureaus
of Fire Prevention in each of the two areas of the Township. These
uses shall be inspected once per year and pay the annual fee set forth
in the following schedule:

District No. 1 shall be and the same hereby is established and
designated as follows:
"The Commissioners of Fire District No. 1 in the Township of
Aberdeen and County of Monmouth," District No. 1 shall comprise all
of that portion of the Township bounded and described by the following
two tracts:
Beginning at the Matawan Creek where the same is intersected
by the westerly line of State Highway Route No. 35 running thence
(1) southeasterly along the westerly side of State Highway Route No.
35 to the boundary line of the Borough of Keyport; thence (2) following
the boundary line in the Borough of Keyport southerly to Lloyd Road,
thence (3) along Lloyd Road to Line Road; thence (4) along Line Road
along the boundary lines of Hazlet Township and Holmdel Township to

to Raritan Bay; thence (4) easterly and southeasterly along the shore
line of Raritan Bay to Matawan Creek; thence (5) southwesterly along
Matawan Creek to the point or place of beginning.

a. Knox-Box® Required for New Commercial
Buildings. All new commercial buildings shall have installed a Knox-Box®, of a UL type and size approved by the Township
Fire Official, in location specified by the Township Fire Official
prior to the issuance of the permit of occupancy.
b. Knox-Box® Required for Existing Commercial
Buildings with Improvements. All existing commercial buildings constructing
improvements that require Planning Board approval shall have installed
a Knox-Box®, of a UL type and size
approved by the Township Fire Official, in a location specified by
the Township Fire Official prior to the issuance of the construction
permit.
c. Knox-Box® Required for Existing Commercial
Buildings. All existing commercial buildings equipped with automatic
fire detection and/or suppression system shall have installed a Knox-Box®, of a UL type and size approved by the Township
Fire Official, in a located specified by the Township Fire Official
within six months of the effective date of this subsection.
d. Knox-Box® Required for Multifamily
Residential Structures. All multifamily residential structures that
have restricted access through locked doors and have a common corridor
for access to the living units shall have installed a Knox-Box®, of a UL type and size approved by the Township
Fire Official, in a location specified by the Township Fire Official
within six months of the effective date of this subsection.
e. Knox-Box® Contents. All Knox-Boxes® shall contain labeled keys, easily identified
in the field to provide access into the property and/or building,
and to any locked areas within the said building as the Township Fire
Official may direct.
f. Penalties. Any property or building owner failing to comply with,
or in violation of the terms of this subsection after notice from
the Township Fire Official, shall be subject to a fine of $100.
g. Definitions. "Knox-Box®" means a secure
rapid-entry system that is designed to be used by Fire Department
personnel in the event of an emergency to gain entry into a structure
by using the enclosed owner-provided key(s). This box is usually mounted
on the exterior of the building in a location that is specified by
the local Fire Official. All boxes shall be UL (Underwriters Laboratories)
certified and approved by the Township Fire Official.
