The police department of the city shall consist of a chief of
police and such police officers as the city council shall deem necessary,
including part-time police officers.

The chief of police shall be in charge of the police department
under the direction of the city manager and it shall be his duty to
see that the police department is operated according to the laws of
the state and ordinances of the city.

The police officers shall perform all the duties prescribed
by law and the ordinances of the city and shall carry out all lawful
duties as ordered by the chief of police.

The salaries of all personnel in the police department shall
