The act of the city council in 1959, in establishing a city
library be and is hereby in all things ratified and affirmed. The
city library of the city be and is hereby officially declared to have
been in existence since August 29, 1959, and is hereby authorized
to function in the future as a city library, pursuant to such rules
and regulations as may be established from time to time by the city
council.

It shall be a misdemeanor to detain or damage books and other property of the city library, and any person who violates this section shall be subject to a fine as provided in section 1-14.
