It shall be unlawful for any person in charge of any motor truck with a carrying capacity of more than five (5) tons to permit such truck to be operated on any street in the city other than certain listed streets designated as truck routes.

There is hereby designated a pattern of truck routes as follows, upon which all trucks of more than five (5) tons carrying capacity shall travel while within the city, except as otherwise permitted:
(1) 
Truck Route A shall consist of Texas Highway 95, U.S. Highway 90, and Farm-to-Market Highway 609 within the city limits.
(2) 
Truck Route B shall commence at the intersection of Seventh Street and Farm-to-Market Road 609, thence eastward to Mesquite and Seventh, then southward to U.S. Highway 90.
(3) 
Truck Route C shall commence at the junction of Tom Green and Fifth Street, then eastward to the intersection of Fifth and Penn, then northward to U.S. Highway 90.
(4) 
Truck Route D will be the section of Sixth Street between Faires and Penn Streets.
(5) 
Truck Route E will be old U.S. Highway 90, commencing at the western city limits and extending eastwards to the junction of Texas Highway 95.
(6) 
Truck Route F will commence at the junction of Penn and Eighth Street, thence eastward to the junction of Eighth and Market, thence southward to join U.S. 90.
(7) 
Truck Route G will be the section of Seventh Street located between Penn and Market Streets.
(8) 
Truck Route H will commence at Ninth Street and Penn and then westward to the city limits.
(9) 
Truck Route I begins at South Main and Texas 95, then eastward to Middle Street then north to U.S. 90.

Sections 12.05.001 and 12.05.002 shall not apply to the operation of a motor vehicle of more than five (5) tons carrying capacity en route to retail or wholesale establishments to deliver, pick up, or unload cargo. Any such operation away from the designated truck route shall be by the most direct route and return thereto.

(a) 
It shall be unlawful for any person in charge of any truck with a carrying capacity of five (5) tons or more to park said truck on any city-maintained street, public parking lot, public right-of-way or other public property.
(b) 
Subsection (a) of this section shall not apply to any truck or truck tractor of a carrying capacity of five (5) tons or more if:
(1) 
The operator of said truck or truck tractor parks said vehicle in a public street directly in front of the operator’s residence and by so parking the truck or truck tractor does not occupy a width along the street in front of said residence in excess of the width of the lot on which said residence is situated;
(2) 
The operator has obtained an annual permit from the city in accordance with appendix A;
(3) 
Said annual permit is in effect at the time the operator parks or stops said truck or truck tractor on a street in front of the permit holder’s residence;
(4) 
The residence is not situated on a street described as truck route A or truck route E in section 12.05.002; and
(5) 
The truck or truck tractor is not a combination truck and trailer or truck tractor and trailer.
(c) 
The exception set forth in subsection (b) above applies to an operator who owns or rents the residence.
(d) 
Subsection (a) of this section shall not apply to any truck or truck tractor or combination truck and trailer or truck tractor and trailer of a carrying capacity of five (5) tons or more if:
(1) 
The operator of said truck or truck tractor or combination truck and trailer or combination truck tractor and trailer parks or stops said vehicle or combination vehicle in a public street described as truck route D in section 12.05.002;
(2) 
The operator has obtained an annual permit from the city in accordance with appendix A;
(3) 
Said annual permit is in effect at the time the operator parks or stops said vehicle or combination on the street described in truck route D; and
(4) 
The operator has parked or stopped said vehicle for the purpose of loading or unloading goods or materials to a business situated along the street described in truck route D.
(e) 
Notwithstanding the provisions of subsection (a) of this section, and in addition to the provisions and under the conditions set forth in subsections (b), (c) and (d) of this section, temporary parking on city-maintained streets by trucks with a carrying capacity of five (5) tons or more shall be permitted for a period of not more than one (1) hour in the following locations within the city:
(1) 
Along the curb or the edge of the street in the central business district herein defined as that portion of U.S. Highway 90 between North Converse Street and North Hudson Street;
(2) 
Along the curb or at the edge of a street in front of any commercial establishment or business;
(3) 
Along the curb or at the edge of the street of the street on which a commercial establishment or business is located and as close as practicable to said establishment or business:
(A) 
If curbside parking for such trucks is not practicable due to the size of parking spaces provided by said establishment or business;
(B) 
Parking along a curb or at the edge of the street does not interfere with any parking space or spaces provided by said establishment or business for other vehicles;
(C) 
Parking along a curb or at the edge or the street does not interfere with any alley or any driveway; and
(D) 
Parking along a curb or at the edge or the street does not interfere with any drive-through entrance or exit for that establishment or business.
(f) 
Notwithstanding the provisions of subsection (a) of this section, and in addition to the provisions and under the conditions set forth in subsection (b) of this section, parking on city-maintained streets by trucks with a carrying capacity of five (5) tons or more shall be permitted overnight alongside the curb or at the edge of the street in front of or adjacent to any lodging business, including but not limited to hotels, motels or bed and breakfast establishments. This provision shall apply only to operators of such trucks desiring to park such trucks overnight in front of a lodging business who are current customers or guests of that lodging business on the night or nights for which overnight parking is sought.
