(a) 
The comprehensive plan, including the future land use plan and all maps and elements contained therein, is hereby adopted as a long-range planning guide for the city, and it supersedes any previously existing comprehensive plan.
(b) 
This plan is intended to constitute the comprehensive or master plan of the city for all matters related to the long-range guidance relative to zoning decisions, land subdivision, and growth management.
(c) 
This plan shall be reviewed annually and updated when necessary.
(d) 
The mayor of the city shall affix her signature on the appropriate page of the comprehensive plan.

The zoning ordinance, Ordinance 304, adopted by the city on December 21, 2000, as amended, previously published as exhibit A of chapter 14 of the 2001 Code of Ordinances, is included at the end of this chapter as exhibit A. Due to the nature of the zoning ordinance and the technicalities involved in adopting or amending it, such ordinance is printed herein as it appeared in the 2001 Code, with only nonsubstantive formatting and style changes. Capitalization, punctuation and numbering of articles, sections and subsections have been retained. Subsequent amendments will be inserted in their proper place and denoted by a history note following the amended provisions. The absence of a history note indicates the material is unchanged from the original. Obviously misspelled words have been corrected without notation. Any other material added for purposes of clarification is enclosed in brackets.
